San Rafael Receives What Works Cities Certification

San Rafael is proud to announce that Results for America has awarded it Bloomberg Philanthropies What Works Cities Certification for establishing exceptional data capabilities to inform policy, allocate funding, improve services, evaluate programs, and engage residents. The What Works Cities Certification standard reflects the practices, policies, and infrastructure municipalities must have in place to effectively harness data for better decision-making.

"Bloomberg Philanthropies What Works Cities Certification is a milestone that shows that we are using data to make progress on our strategic plan, deepen transparency and accountability, and distribute resources to the programs and services that have the most impact for residents," said Mayor Kate Colin.

"We're putting in data systems and structures that are built to last across administrations. We're baking data and innovation into the culture of how government works," said City Manager Cristine Alilovich.

A notable example of San Rafael's use of data is its alternative mobile crisis response program. To better allocate resources and serve residents, the City conducted an emergency response needs analysis and used heatmapping to understand the city's 911 calls, uncovering priority locations and times of day for the "SAFE" (Specialized Assistance For Everyone) program. SAFE's dedicated unit for mental health, addiction, homelessness, and other non-criminal, non-life-threatening service calls has resulted in a 12% reduction in response time for Priority 1 Emergency 911 calls since 2023. Data from SAFE also supports efforts to respond promptly to calls for service for unhoused individuals living in San Rafael.

The What Works Cities Certification program, launched in 2017 by Bloomberg Philanthropies and led by Results for America, is the international standard of data excellence in city governance. The Standard measures a city's use of data based on 43 criteria. A city that achieves 51-67% of the 43 criteria is recognized at the Silver level of Certification, 68-84% is required to achieve Gold, and 85% or more is required to reach Platinum. The program is open to any city in North, Central, or South America with a population of 30,000 or more.
