Santa Rosa marked a major milestone in late October with the opening of Burbank Avenue Apartments, a 64-unit affordable housing community at 1780 Burbank Avenue in Roseland. Developed by Burbank Housing, the project offers modern, sustainable homes with solar panels, EV charging stations, and a community room. The mix includes 20 one-bedroom, 26 two-bedroom, and 18 three-bedroom units.
Funding and Affordability
The development was financed through $25.3 million in CA HCD Accelerator Funds, $5 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, $8 million in local City commitments, and a private construction loan. The City's Housing Authority also provided 16 Project-Based Vouchers for long-term rental assistance, with units targeted to households earning 20%-60% of Area Median Income, including 16 units for those at risk of homelessness.
A Landmark in Wildfire Recovery
Burbank Avenue Apartments is the final development supported by $38.4 million in federal CDBG-DR funds administered by the City's Housing Authority. These funds were allocated after the 2017 Tubbs Fire, which destroyed more than 3,000 homes-approximately five percent of Santa Rosa's housing stock.
Since receiving the funds in 2020, the Housing Authority has overseen the financing and construction of five affordable housing projects, adding 377 new homes to the City's portfolio. Alongside Burbank Avenue Apartments, these developments include:
