4.8 million fixed broadband accesses

In the 2nd quarter of 2025 (2Q2025), the penetration rate of fixed broadband among residential customers in Portugal was 89.3 per 100 households, 0.2 percentage points (p.p.) higher than in the same period last year.

Compared to the same quarter of 2024, there was an increase of 103 thousand fixed broadband accesses (+2.2%), reaching a total 4.8 million accesses.

Optical fibre (FTTH/B) drove the increase in the number of accesses and was also the main form of fixed broadband Internet access, making up 70.6% of total accesses, an increase of 3.2 p.p. versus 2Q2024. Over the last 12 months, the number of accesses supported over optical fibre increased by 220 thousand accesses (+7.0%).

The number of accesses supported over cable modem networks decreased by 6.5%, representing 22.7% of the total (-2.1 p.p. from 12 months previously). The number of fixed accesses supported over mobile networks decreased by 5.9% and made up 4.7% of total accesses (-0.4 p.p. from 12 months previously). The number of ADSL accesses continued to decline, as their replacement by new generation accesses continued, decreasing by 31.7% to represent 1.6% of total Internet accesses at a fixed location at the end of 2Q2025 (-0.8 p.p. versus 2Q2024).

In terms of access speed, in 2Q2025, 93.1% of fixed broadband accesses provided ultra-fast broadband (i.e., download speed1 greater than or equal to 100 Mbps).

It is also noteworthy that the number of accesses with speeds of 1 Gbps or greater increased by 96.0% compared to 2Q2024.

According to the most recent information available at a European level, in July 2024, the proportion of accesses with download speeds equal to or greater than 100 Mbps in Portugal was the 4th highest in the EU.

The increase in the proportion of ultra-fast broadband accesses occurred alongside the development of optical fibre networks (FTTH) and the introduction of DOCSIS 3.x in cable TV networks. These two types of networks supported 75% and 24% of accesses with at least 100 Mbps, respectively.

In 2Q2025, total fixed broadband Internet traffic increased by 7.4% compared to the same quarter last year. Average monthly traffic per access was around 309 GB, 5.0% more than in 2Q2024.

There are four groups with significant shares of subscribers in the fixed broadband Internet access service markets: MEO (41.0%), Grupo NOS (33.4%), Vodafone (21.8%) and Grupo DIGI/NOWO (3.0%). Compared to the same quarter of 2024, the shares of both MEO and Grupo NOS decreased by 0.2 p.p., while Vodafone's share fell by 0.1%. MEO was the provider that acquired the most customers in net terms.

When considering only residential access, MEO had the highest subscriber share (39.2%), followed by Grupo NOS (35.5%), Vodafone (21.1%), and Grupo DIGI/NOWO (3.5%). Compared to the same quarter last year, Vodafone's share remained largely unchanged, while the shares of Grupo NOS and MEO decreased by 0.3 p.p..

In terms of fixed broadband traffic shares, MEO reached 40.0% in 2Q2025, followed by Grupo NOS with 31.2% and Vodafone with 24.4%. The share of Grupo DIGI / NOWO was 2.2%. Compared to 2Q2024, the traffic shares of MEO and Vodafone decreased by 0.3 p.p., while the share of Grupo NOS increased by 0.3 p.p..
