DTI Names Tina Donbeck Chief Technology Officer

Dover, Del. - The Delaware Department of Technology and Information (DTI) today announced Tina Donbeck as the agency's new Chief Technology Officer. In this role, Donbeck will lead DTI's Application Development, Data Management, Enterprise Project Delivery, and Artificial Intelligence organizations, working with agencies across the state to modernize digital services and improve outcomes for Delawareans.

"Tina brings the kind of experience that will move DTI forward at exactly the right moment," said DTI Chief Information Officer Bob Osmond. "She has spent her career helping large organizations deliver technology that actually works better for the people who rely on it, and that is precisely the mindset we need as Delaware continues to modernize how state government serves its residents. I'm looking forward to what her leadership will bring to our team."

Donbeck brings more than 25 years of executive technology leadership across federal and private sector organizations. She joins DTI from the U.S. International Development Finance Corporation (DFC), where she served as Chief Information Officer and held the roles of Chief Data Officer, Chief AI Officer, and Senior Agency Official for Privacy. Throughout her career, she has led enterprise modernization, cloud transformation, cybersecurity, data governance, and AI initiatives.

Before DFC, Donbeck held senior technology leadership positions with the U.S. Patent and Trademark Office and the Department of the Navy, where she led enterprise transformation, software delivery modernization, strategic planning, and technology workforce initiatives. She began her public service career in the United States Marine Corps, where she earned two meritorious promotions as a noncommissioned officer.

"I've spent much of my career focused on using technology to simplify government, modernize how we work, and ultimately improve the experience of the people we serve. Bob is a highly respected and accomplished technology leader, and I look forward to helping advance his vision for DTI and building on the tremendous work already underway across the state."

Donbeck is a recipient of the Fed 100 Award, the Department of the Navy Meritorious Civilian Service Award, and multiple Department of Commerce Bronze Awards for Leadership Excellence. She is an Excellence in Government Fellow through the Partnership for Public Service and a graduate of the National Defense University's CIO certificate program. Donbeck holds a Master's degree in Education & Human Development from George Washington University and a Bachelor of Science degree in Social Psychology from Park University, in addition to numerous professional certifications.
