Public invited to observe all phases of November 4, 2025 Special Statewide Election

NAPA COUNTY, CA - The Napa County Election Division invites the public, media, members of the Grand Jury, political party organizations and anyone interested in the election process to observe all aspects of the November, 4, 2025 Special Statewide Election starting on Monday, September 29, 2025 at 10 a.m. with logic and accuracy testing.

"We welcome observers to this fundamental cornerstone of our democratic process," said Napa County Registrar of Voters John Tuteur. "Observers protect the integrity of our elections and we want people to come witness the electoral process first-hand."

There are many opportunities to observe the election process, here are some key dates:

• Monday, September 29, 2025: Logic and accuracy testing of the ballot tabulation equipment will begin at 10 a.m. at the Napa County Election Division 1127 1st Street., Ste. E Napa.

• Friday, October 17, 2025: Vote-by-mail ballot processing starts at 8:30 a.m. at the Napa County Election Division

• Sunday, Oct. 26: Counting of ballots will begin at 9 a.m. and continue through Election Day on Nov. 4 at the Napa County Election Division. Results from processed vote-by-mail ballots will be available shortly after 8 p.m. on Election Day. Counting will resume on Friday, Nov. 7 and continue through certification of the election.

Starting at 8:30 a.m. on Oct. 25 through Election Day, observers are welcome at the vote centers located at the Election Division and at the Holiday Inn Express in American Canyon 5001 Main St. Beginning on Saturday, Nov. 1, 2025 at 8:30 a.m. through Election Day, observers are also welcome at our St. Helena vote center at St. Helena City Hall.

All processing and counting will take place at the Napa County Election Division central office. Parking is available on the top floor of the 2nd St. parking garage with direct entry to the election division.

The random draw for the one percent manual tally precincts required under the California Election Code will be done at 8 p.m. on Nov. 4. The one percent manual tally will begin on Nov. 21 at 8:30 a.m. and continue until certification of the election. Pursuant to California election law, the Registrar of Voters has 30 days after the election to certify the election results.
