Fact sheets: review of CO2 regulation for cars and vans

As discussions on the review of the CO2 regulation for cars and vans move forward, the European Automobile Manufacturers' Association (ACEA) is presenting the European automotive industry's priorities through a series of dedicated fact sheets.

Together, these fact sheets outline ACEA's position on how the framework can remain aligned with climate objectives while better reflecting market, economic and technological realities. While manufacturers remain committed to climate neutrality by 2050 and continue investing heavily in electrification, the industry is operating under increasing pressure from weak demand, global competition, affordability challenges and uneven charging infrastructure deployment across Europe.

For 2030, the focus is on introducing additional flexibility around the next compliance milestone, including an adjusted averaging period to better reflect slower-than-expected battery-electric vehicle uptake and differing market conditions across Member States.

Looking ahead to 2035, the need is for a workable and technology-neutral pathway towards decarbonisation that preserves investment capacity and industrial competitiveness while supporting the transition to zero-emission mobility.

For vans, particular attention is given to the segment's operational and affordability constraints, especially for SMEs, alongside targeted measures reflecting the different pace and complexity of electrification in the light commercial vehicle market.
