United States Disrupts Iran’s Proliferation-Sensitive Efforts in Support of UN Restrictions Fact Sheet

Today, following the one-year anniversary of the reimposition of the UN sanctions and restrictive measures on Iran, the Department of State is designating one Iran-based entity and two Russia-based entities involved in facilitating Iran's military procurement efforts and the transport of arms and related materiel to and from Iran, including violations of the renewed UN measures. Over the past year, the United States has worked relentlessly with partners to enforce these restrictions, imposing dozens of new sanctions, convening representatives from 40 countries to strengthen implementation, and submitting updated identifying information on sanctioned entities to support industry implementation.

Under Operation Economic Outcast, the United States is committed to disrupting the procurement efforts of Iran's military programs and denying Iran's Islamic Revolutionary Guard Corps (IRGC) access to assets and resources that sustain its destabilizing activities. This action underscores the United States' resolve to prevent Iran from reconstituting its proliferation-sensitive programs.

The U.S. Department of State's Rewards for Justice program is authorized under 22 U.S.C. § 2708 to offer a reward for information that disrupts the financial mechanisms of the IRGC, a U.S.-designated Foreign Terrorist Organization.

All Department of State sanctions targets are being designated pursuant to Executive Order (E.O.) 13949, which targets certain persons with respect to the conventional arms activities of Iran.

The Department of the Treasury is concurrently designating ten entities and individuals who have procured weapons and weapons components for Iran's Ministry of Defense and Armed Forces Logistics (MODAFL). • JOINT STOCK COMPANY EXPERIMENTAL DESIGN BUREAU NAMED AFTER A.S. YAKOVLEV (YAKOVLEV) is a Russia-based aircraft manufacturer that develops and produces the Yak-130 advanced trainer fighter jet. Russia first delivered several Yak-130 aircraft to Iran in late 2023. In November 2025, Russia delivered additional equipment associated with Yak-130 combat aircraft to Iran. These were transferred to Iran aboard a U.S.-sanctioned Russian aircraft from a manufacturing facility associated with the YAKOVLEV in Irkutsk, Russia. In December 2025, Russia delivered several shipments of additional equipment associated with Yak-130 combat aircraft equipment to Iran from the same manufacturing facility in Irkutsk, Russia, associated with YAKOVLEV. Russia has now delivered to Iran nearly all of its reportedly 24 contracted Yak-130 aircraft. YAKOVLEV was previously designated pursuant to E.O. 14024 on May 19, 2023. YAKOVLEV is being designated pursuant to section 1(a)(iii) of E.O. 13949 for having engaged, or attempted to engage, in any activity that materially contributes to, or poses a risk of materially contributing to, the proliferation of arms or related materiel or items intended for military end-uses or military end-users, including any efforts to manufacture, acquire, possess, develop, transport, transfer, or use such items, by the Government of Iran (including persons owned or controlled by, or acting for or on behalf of the Government of Iran) or paramilitary organizations financially or militarily supported by the Government of Iran.
• MG-FLOT LIMITED LIABILITY COMPANY (MG-FLOT) is a Russia-based shipping company whose vessels transport weapons for the Russian government. In 2024, MG-FLOT vessels were involved in the transfer of close-range ballistic missiles (CRBMs) from Iran to Russia. In late 2025, Iran delivered air defense vehicles and related materiel from Iran to Russia aboard Russian roll-on roll-off motor vessel Kompozitor Rakhmaninov. Kompozitor Rakhmaninov is a Russian flagged vessel identified as blocked property of MG-FLOT. On June 27, 2022, TransMorFlot LLC changed its name to MG-FLOT. TransMorFlot LLC was previously designated pursuant to E.O. 14024 on May 8, 2022. MG-FLOT is being designated pursuant to section 1(a)(iii) of E.O. 13949 for having engaged, or attempted to engage, in any activity that materially contributes to, or poses a risk of materially contributing to, the proliferation of arms or related materiel or items intended for military end-uses or military end-users, including any efforts to manufacture, acquire, possess, develop, transport, transfer, or use such items, by the Government of Iran (including persons owned or controlled by, or acting for or on behalf of the Government of Iran) or paramilitary organizations financially or militarily supported by the Government of Iran.
• SAHA AIRLINES is an Iran-based airline affiliated with the Islamic Republic of Iran Air Force (IRIAF) and has been involved in efforts by Iran to transport arms and related materiel. SAHA AIRLINES was previously designated pursuant to E.O. 13902 on September 8, 2026. SAHA AIRLINES is being designated pursuant to section 1(a)(iii) of E.O. 13949 for having engaged, or attempted to engage, in any activity that materially contributes to, or poses a risk of materially contributing to, the proliferation of arms or related materiel or items intended for military end-uses or military end-users, including any efforts to manufacture, acquire, possess, develop, transport, transfer, or use such items, by the Government of Iran (including persons owned or controlled by, or acting for or on behalf of the Government of Iran) or paramilitary organizations financially or militarily supported by the Government of Iran.

As a result of today's sanctions actions, and in accordance with E.O. 13949, all property and interests in property of the designated persons described above that are in the United States or in possession or control of U.S. persons are blocked and must be reported to the Department of Treasury's Office of Foreign Assets Control (OFAC). In addition, all entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked.

All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons are prohibited unless authorized by a general or specific license issued by OFAC or exempt. These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person.

The power and integrity of U.S. government sanctions derive not only from the U.S. government's ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law.

Rewards for Justice seeks information on the financial activities of the following key leaders of the IRGC Aerospace Force (IRGC-ASF), which facilitates operations, develops weapons, and procures equipment for the IRGC's terrorist activities.

• IRGC BRIGADIER GENERAL ABDOLLAH MEHRABI is chief of the IRGC-ASF Research and Self-Sufficiency Jihad Organization (SSJO), which is responsible for the analysis and development of weapons utilized to attack U.S. armed forces personnel and infrastructure in the Middle East. Mehrabi has overseen significant advances in military satellites and drone manufacturing. As co-owner of the Oje Parvaz Mado Nafar Company, a manufacturer of engines used in Iran's Shahed-131 and Shahed-136 UAVs, Mehrabi has acquired components for the production of Iranian Shahed drones launched against the U.S. Navy's Fifth Fleet in Bahrain.
• AHMED JA'FARABADI is a senior IRGC-ASF official who is directly involved in the organization's operations and logistics processes.
• ALI ASGHAR NOROUZI is the chairman of the IRGC Cooperative Foundation. The foundation serves as a slush fund for the IRGC's personnel and their business interests. In his position as a senior IRGC officer, Norouzi has played a crucial role in the transfer of funds and weapons to allied armed proxies in the Middle East.
