ANACOM launches a public consultation on the draft decision to renew the rights of use for radio spectrum allocated to MEO, NOS and Vodafone for terrestrial electronic[...]

On 29 June 2026, ANACOM approved the draft decision (DD) concerning the renewal of rights of use for radio spectrum allocated to MEO - Serviços de Comunicações (MEO), to NOS Comunicações (NOS) and to Vodafone Portugal - Comunicações Pessoais (Vodafone) for terrestrial electronic communications services.

In accordance with this draft decision, ANACOM determines as follows:

• To partially grant the application submitted by MEO, renewing:

√ Until 21 April 2033, the rights of use for 2x20 MHz in the 2600 MHz radio frequency spectrum band (2500-2690 MHz);

√ Until 30 November 2041, the rights of use for 2x10 MHz in the 800 MHz radio frequency spectrum band (832-862/791-821 MHz) and 2x14 MHz in the 1800 MHz radio frequency spectrum band (1710-1785/1805-1880 MHz).

• To partially grant the application submitted by NOS, renewing:

√ Until 21 April 2033, the rights of use for 2x20 MHz in the 2600 MHz band (2500-2690 MHz);

√ Until 30 November 2041, the rights of use for 2x10 MHz in the 800 MHz radio frequency spectrum band (832-862/791-821 MHz); 2x14 MHz in the 1800 MHz radio frequency spectrum band (1710-1785/1805-1880 MHz); and 2x6 MHz in the 1800 MHz band (1710-1785/1805-1880 MHz);

√ Until 21 April 2033, the 2x5 MHz segment of the right of use granted in the 900 MHz radio frequency spectrum band (880-915 MHz/925-960 MHz) ;

√ Until 31 January 2042, the 2x3 MHz segment of the right of use granted in the 900 MHz radio frequency spectrum band (880-915 MHz/925-960 MHz).

• To partially grant the application submitted by Vodafone, renewing:

√ Until 21 April 2033, the rights of use for 2x20 MHz (FDD) and 25 MHz (TDD) of unpaired spectrum in the 2600 MHz radio frequency spectrum band (2500 - 2690 MHz);

√ Until 30 November 2041, the rights of use for 2x10 MHz in the 800 MHz radio frequency spectrum band (832-862/791-821 MHz) and 2x14 MHz in the 1800 MHz band (1710-1785/1805-1880 MHz);

√ Until 31 January 2042, the rights of use for 2x5 MHz in the 900 MHz radio frequency spectrum band (880-890 MHz/925-935 MHz).

• To renew, at ANACOM's initiative, until 30 November 2041:

√ To MEO, the rights of use for 2x6 MHz in the 1800 MHz band (1710-1785 MHz/1805-1880 MHz) and 2x20 MHz in the 2100 MHz band (1920-1980 MHz/2110-2170 MHz)

√ To NOS, the rights of use for 2x15 MHz in the 2100 MHz band (1920-1980 MHz/2110-2170 MHz);

√ To Vodafone, the rights of use for 2x6 MHz in the 1800 MHz band (1710-1785 MHz/1805-1880 MHz) and 2x20 MHz in the 2100 MHz band (1920-1980 MHz/2110-2170 MHz).

• To renew, at ANACOM's initiative, until 31 January 2042;

√ To MEO, the 2x3 MHz segment of the right of use allocated in the 900 MHz radio frequency spectrum band (880-915 MHz / 925-960 MHz).

ANACOM also approved the draft ICP-ANACOM titles Nos. 01/2012, 02/2012 and 03/2012 for terrestrial electronic communications services. These titles include the conditions applicable to the renewed rights of use for radio spectrum, as set out in annexes 6 to 8 of the draft decision, which form an integral part thereof.

An update to the legal references contained in the aforementioned instruments was also approved, in line with the entry into force of the Electronic Communications Law (ECL), which was adopted as an annex to Law No. 16/2022 of 16 August.

This draft decision is subject to a prior hearing with MEO, NOS and Vodafone, as well as a 40-day public consultation process. The consultation period will end on 27 August 2026, and interested parties may submit their comments in writing and in Portuguese by email to [email protected].

Once the consultation process is complete, all contributions will be made public. Interested parties should therefore submit a redacted version of any confidential information for publication on this website.
