Notice of Public Meeting, City of Sheridan South Downtown Project

The City of Sheridan, Wyoming, will conduct a public meeting at 12:00 PM, local time, on February 11, 2026, in the City Council Chambers on the 3^rd floor of City Hall. The purpose of the meeting is to allow citizens to review and comment on the following project: Sheridan South Downtown Project. The project area is located south of downtown and consists of Whitney Street from Thurmond Street to Main Street, Perkins Street from Tschirgi Street to Main Street, Kilbourne Street from Thurmond Street to Main Street, College Avenue from Thurmond Street to Main Street, Tschirgi Street from College Avenue to Whitney Street, Brooks Street from College Avenue to Whitney Street, and South Main Street from College Avenue to Burkitt Street. The utilities and street surfacing in these locations are aging and showing signs of deterioration. As it relates to water, throughout the years there have been numerous breaks and leaks as a result of corrosion to the DIP. Work on this project will include trenching in the existing, previously disturbed right-of-way to replace deteriorating water pipe with new PVC water mains and all appurtenances and replacing the existing sewer vitrified clay pipe with new PVC mains and all appurtenances.

At the meeting, the City of Sheridan will present the design to date of the proposed project and will discuss the updated cost increase and the plan for funding the improvements. Based on updated cost estimates, the City of Sheridan plans to request an increase on the current $5,050,000 loans from the Wyoming Clean Water and Drinking Water State Revolving Funds (CWSRF and DWSRF) administered by the Wyoming Office of State Lands and Investments for an additional $3,500,000. Enterprise funds are the source of repayment for the loans. The loan terms are requested to be the same as the original loan terms. The current Sewer and Water Fund rate schedules, adopted through June 2027, along with rate increases projected beyond, will support the repayment of these loan increases.
