Minister Konaković met with the Minister of State for Europe, North America and Overseas Territories, UK Doughty, in London

On May 18, 2026, in London, Elmedin Konaković, the Minister of Foreign Affairs of Bosnia and Herzegovina, met with Stephen Doughty, the Minister of State for Europe, North America, and Overseas Territories at the UK's Foreign, Commonwealth and Development Office (FCDO).

The meeting focused on bilateral relations between Bosnia and Herzegovina and the United Kingdom, the current political situation in Bosnia and Herzegovina, the country's European and Euro-Atlantic aspirations, reform processes, and regional cooperation. Both officials welcomed the strong and friendly relations that have developed between Bosnia and Herzegovina and the United Kingdom, highlighting their intensive political dialogue and essential cooperation. The UK's ongoing support for Bosnia and Herzegovina during challenging times was emphasized, along with its continued interest and engagement in the country's political development. Both parties expressed a mutual willingness to further improve bilateral cooperation, particularly in economic relations.

Minister Konaković underscored that Bosnia and Herzegovina deeply values the long-standing friendship and strong support from the United Kingdom, especially regarding the protection of its sovereignty, territorial integrity, and its European and Euro-Atlantic path. He highlighted the need to reinforce state institutions, the rule of law, and the judicial system. He also pointed out the seriousness of the current political situation in Bosnia and Herzegovina, noting that ongoing international support for the Dayton Peace Agreement, the constitutional order, and the country's institutions is crucial. He raised concerns about the current political climate, particularly in an election year, where increasingly frequent challenges to the constitutional order pose significant risks to the nation's stability and legal security.

Regarding the appointment of the new High Representative, he emphasized the importance of a transparent and accountable process in which the member states of the Peace Implementation Council (PIC) Steering Board take full responsibility. He affirmed that Bosnia and Herzegovina remains committed to dialogue and compromise. However, he stated that political concessions to individuals who undermine the international order cannot be acceptable when appointing a High Representative. Minister Konaković reiterated the continued necessity of the Office of the High Representative (OHR) in Bosnia and Herzegovina, emphasizing that its powers should remain fully intact. He concluded by stating that Bosnia and Herzegovina is firmly committed to reforms and its European and Euro-Atlantic ambitions, while expecting stronger support from international partners for these processes.

Minister Doughty highlighted that adherence to the Dayton Peace Agreement is crucial for maintaining peace and stability in Bosnia and Herzegovina. He specifically noted the vital role of the Office of the High Representative (OHR) in protecting the Dayton Agreement and ensuring stability in the country. He reaffirmed the United Kingdom's commitment to supporting the sovereignty and territorial integrity of Bosnia and Herzegovina and its ongoing support for the country's European and Euro-Atlantic aspirations.

The meeting was also attended by Dame Karen Pierce, the UK's special envoy for the Western Balkans.
