(January 20) In comments to the FCC, NTCA pointed out there is no indication consumers are embracing 3.0 broadcasting, and the cost of transitioning to such technology would fall on Multichannel Video Programming Distributors (MVPDs) and consumers. Meanwhile, the purported uses of ATSC 3.0 spectrum include revenue generating channels for broadcasters. As a result, NTCA recommended the commission allow the marketplace to drive the timing for any transition to 3.0 broadcasting. If the commission instead opts to mandate a transition, NTCA recommended requiring broadcasters who choose to switch to ATSC 3.0 to utilize such revenue to absorb MVPDs' and consumers' costs to make this transition. NTCA also urged the commission not to allow broadcasters to use retransmission consent agreements to force MVPDs to bear unknown costs to accommodate 3.0 signals during any transition period.
