During the September 14 special meeting, City Council reviewed a draft ordinance for the Streambank Erosion Mitigation Program, which would provide City funding and project management to help stabilize streambanks on selected properties.
The proposed program includes an annual allocation of $500,000 from the City's drainage fund and a flat $10,000 contribution from each participating homeowner. The City's contribution toward an individual project would be limited by the funding available within the program's annual budget. Because erosion mitigation projects can be costly, the number of properties assisted each year would depend on the scope and cost of the projects selected.
Under the proposal, City staff would review applications, evaluate eligibility and use a scoring matrix to prioritize projects. The City would also oversee design, contractor procurement, construction and inspections. Participating homeowners would provide necessary easements and permission for crews to access their properties.
Council members discussed how to make the homeowner contribution manageable while ensuring responsible use of public funds. Payment options remain under review, including possible installments paid to the City. Council also supported exploring partnerships with vetted financial institutions that could offer residents another way to finance their contribution.
Resident education is planned for October, with proposed workshops on October 7 at noon at City Hall, October 14 at 6 p.m. virtually, and October 28 at 3 p.m. at the ARC. The workshops would explain the program, review proposed requirements and provide opportunities for questions.
Council agreed that applications should not open until the ordinance is finalized and adopted. The initial October 1 application opening discussed during the presentation will therefore be postponed. Final program requirements, confirmed workshop details and application dates will be shared as the program moves forward.
