Ceremony Host: Brig. Gen. Kevin L. Cotman

Brigadier General Kevin L. Cotman was born and raised in Hampton, Va. He was commissioned in the Quartermaster Corps through the United States
Military Academy in 1994. He assumed command of Defense Logistics Agency Distribution on July 22, 2025.

His first duty assignment was to the 24th Corps Support Group, Fort Stewart/ Hunter Army Airfield, Georgia, where he served as Executive Officer,
Headquarters and Headquarters Company, 260th Quartermaster Battalion, Platoon Leader and then Executive Officer, 110th Quartermaster Company
and Battalion S-1, 260th Quartermaster Battalion.

Cotman later served as the Petroleum Officer for 8th United States Army, Yongsan Garrison, Republic of Korea. Next, he was assigned to Fort Lee, Virginia, where he served as a Petroleum and Water Instructor and later commanded the 16th Quartermaster Company, 49th Quartermaster Group. After command, he completed Training with Industry with the ExxonMobil Corporation. He then served in the 2d Infantry Division, Camp Casey, Republic of Korea, as the Division Support Command Materiel Management Officer.

Following reassignment to Fort Bragg, North Carolina, Cotman was assigned to the 82nd Airborne Division. He initially served as the Battalion Operations Officer, 307th Forward Support Battalion. He was then assigned to the 782nd Main Support Battalion, 82nd Airborne Division as the Support Operations Officer. He later returned to the 307th Forward Support Battalion and deployed to Operation Enduring Freedom as the Materiel Management Officer. In the newly transformed, 307th Brigade Support Battalion, he served as Battalion Operations Officer, concluding his duty as the Battalion Executive Officer during Operation Iraqi Freedom.

He was then assigned as the Executive Officer to the Vice Director of the Army Staff and later served in the Joint Staff J-4 Logistics Directorate. Next, he commanded the 82nd Brigade Support Battalion, 3rd Brigade Combat Team, 82nd Airborne Division. After completing battalion command, he served as the Senior Sustainment Observer, Coach, Trainer at the Joint Readiness Training Center, Fort Polk, Louisiana. He then returned to the Republic of Korea where he served as the Chief, Plans and Exercise Division, United States Forces Korea J4. He then assumed command of Defense Logistics Agency Energy Americas, Houston, Texas. After command, he served as the Force Development-Logistics Division Chief, HQDA G-8. His next assignment was as the Executive Officer to the Deputy Chief of Staff, G-4. Prior to his arrival at DLA Distribution, he served as the Commanding General, 593rd Expeditionary Sustainment Command, Joint Base Lewis-McChord, Washington.

Cotman holds a Master's Degrees in Business Administration from Webster University and National Resource Strategy from the Dwight D. Eisenhower School, National Defense University.

His awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Senior Parachutist Badge, Combat Action Badge, Joint Chiefs of Staff Identification Badge and Army Staff Identification Badge.

Outgoing Commander: U.S. Navy Cmdr. Daniel Maldonado III, Supply Corps

Commander Maldonado earned his commission in the Navy Supply Corps through Officer Candidate School program in 2006.

He holds a Bachelor of Business Administration in Management from the University of Texas at the Permian Basin and Master of Business Administration in Petroleum Management from the University of Kansas. He completed the Navy Business Resources Management Program at Darden School of Business, University of Virginia.

His afloat and operational tours include duties as Logistics Department Head, SEAL Team FIVE; Deputy Commander Army - G4 Operations Officer, NATO Training Mission Afghanistan; and Supply Officer, Mine Countermeasures Rotational Crew Fearless embarked on USS Ardent (MCM-12) and USS Chief (MCM-14).

Ashore, he served as Sensitive Activities Logistics Division Chief, Directorate of Logistics, U.S. Special Operations Command; completed a Military Executive Fellowship under the Navy's Training with Industry (TWI) Program at ExxonMobil, Houston, TX; served as the Regional Fuels Officer, Naval Supply Systems Command Fleet Logistics Center San Diego; and Naval Acquisition Contracting Officer Internship, DLA Land and Maritime.

Commander Maldonado joined Defense Logistics Agency Distribution Yokosuka, Japan, in May 2024.

He is a qualified Naval Expeditionary Supply Corps Officer, Surface Warfare Supply Corps Officer, and member of the Defense Acquisition Corps. His personal awards include the Defense Meritorious Service Medal (2 awards), Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), and
Navy and Marine Corps Achievement Medal (two awards). Additionally, he is the 2019 recipient of the Navy Fuels Officer of the Year Award for Excellence in Naval Fuel Management.

Incoming Commander: U.S. Navy Cmdr. Tran Long, Supply Corps

Commander Long Tran is a native of Houston, TX. He earned a Bachelor's degree in Business Administration from the University of Houston before receiving his commission through Officer Candidate School in 2009. He holds a Master's of Business Administration in Supply Chain Management from the Naval Postgraduate School.

His operational assignments include tours as Assistant Supply Officer onboard USS HOPPER (DDG 70); Supply Officer onboard USS LEYTE GULF (CG 55); and Assistant Supply Officer, Principal Assistant for Logistics, and Principal Assistant for Services onboard USS RONALD REAGAN (CVN 76).

His shore duty assignments include Contract Specialist, Defense Logistics Agency Troop Support, Philadelphia, PA; Director of Regional Services, NAVSUP Fleet Logistics Center Yokosuka, Yokosuka, Japan; Supply Corps Career Counselor and Pit Boss / LCDR Detailer, Supply Corps Office of Personnel, Navy Personnel Command, Millington, TN.

CDR Tran currently serves as the Assistant to Director, Supply Corps Personnel (OPA) at Supply Corps Office of Personnel, Navy Personnel Command.

CDR Tran is a qualified Naval Aviation Supply Officer, Surface Warfare Supply Corps Officer, and a member of the Defense Acquisition Corps.

His personal awards include the Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (three), Navy Achievement Medal (two) and various campaign and unit awards.

DLA Distribution Yokosuka, Japan, is strategically located to provide joint distribution support solutions throughout the Western Pacific, Indian Ocean and the Persian Gulf. The command headquarters and primary functional sites are located on the U.S. Naval Base in Yokosuka; three other sites include U.S. Naval Base in Sasebo, Okinawa, Iwakuni and Yokohama North Dock.

DLA Distribution Yokosuka, Japan, provides superior storage and distribution solutions through the strength of our diversified workforce, in compliance with the highest ethical and fiscal standards, being solid stewards of resources by being audit ready, and with an uncompromising focus on safety. We provide the full range of physical distribution support to the Joint Forces. Service is primarily provided to warships of the Carrier Strike Group homeported in Yokosuka, the Expeditionary Strike Group homeported in Sasebo, U.S. naval vessels transiting the 7th Fleet Area of Responsibility, as well as the major Department of Defense industrial shore commands and military bases throughout Japan, Singapore, Diego Garcia and the Middle East. Additionally, DLA Distribution Yokosuka, Japan is an integral player in contingency plans for scenarios in the Far East.

DLA Distribution Yokosuka, Japan is composed of 20 facilities which contain 3.2 million cubic feet of covered storage and 61,000 square feet of open storage. The distribution center has general purpose, humidity controlled, secure, hazardous material, freeze, and chill warehousing capabilities. The principal commodities distributed through DLA Distribution Yokosuka, Japan include repair parts, depot level repairables, bottled gasses, lumber, navigational aids, and Hazardous Materials. Services include transshipments, ODS bottle collection center for the Far East, cold storage facilities and specialty warehousing for Level 1 Subsafe metal stock for submarine repair as well as large items such as ship's propellers and aircraft assemblies. DLA Distribution Yokosuka, Japan also warehousing and short-term temporary storage through Yokohama North Dock.
