ATA-MSC Urges PPA to Correct System Issues Related to the Operation of the DP3 Traffic Distribution List

Washington- The ATA-MSC wrote to Major General Lance Curtis to urge the Personal Property Activity (PPA) to correct system issues related to the operation of the Traffic Distribution List (TDL) within the Defense Personal Property Program (DP3).

First raised with PPA during the Peak Season industry call on May 28, 2026, industry has provided multiple examples demonstrating that administrative awards were not properly assigned to Transportation Service Providers (TSPs) when in blackout status. However, PPA has yet to confirm that this system issue has been corrected or share the measures it plans to take to restore the TDL progression that would have occurred had administrative awards been properly applied.
