Global law firm Norton Rose Fulbright represented the New York Power Authority (NYPA) in entering into a joint venture with EDF Power Solutions North America for the development, construction and operation of the Rich Road Solar Project, a 240 MWac solar facility in the Town of Canton, New York.
Rich Road Solar is expected to support more than 250 construction jobs and contribute to NYPA's Renewable Energy Access and Community Help (REACH) program, which provides bill credits to low-income New Yorkers. The project is expected to commence construction in 2027 and begin operations in 2029.
Under the transaction, NYPA acquired a majority ownership interest in the project through its wholly owned subsidiary, New York Renewable Energy Development Holdings Corporation (NYRED). EDF Power Solutions North America will continue to participate in the development of the project and oversee construction of the solar facility.
"The Rich Road Solar Project demonstrates the continued investment needed to advance large-scale renewableenergy development and meet growing energy demand," said Becky Diffen, who led Norton Rose Fulbright's representation. "We were pleased to assist NYPA on this innovative transaction, which supports New York's clean energy goals and the continued expansion of renewable energy resources."
Norton Rose Fulbright's team was led by Becky Diffen, Allie Hemmings and David Rascoe (Austin) and included Keith Martin, Conrad Bolston (Washington, DC), Christine Fernandez Owen, Laura Masterson (Chicago), Caileen Kateri Gamache, Jeremy Tripp, Harriet Amelia Wessel (Houston), Lauren Thomas, Lennis Barlow (Austin), Scott Burton (Los Angeles), Ben Koenigsberg, Paula Straus Maciel (New York) and Kathy Wenger (Minneapolis).
The firm's projects practice is one of the largest of its kind with more than 350 lawyers across 50 offices acting on some of the world's most innovative, complex and challenging projects. Norton Rose Fulbright is ranked as a top global projects legal advisor by volume, with deals valued at more than US$90 billion in aggregate last year (IJGlobal, Q1-Q4, 2025).
