Virginia Board of Education Meeting Summary: April 22-23, 2026

The Virginia Board of Education met on April 22-23, 2026, at the Library of Virginia.

The Board approved regulatory actions regarding special education and teacher licensure that were required to comply with legislative directives and approved a Guidelines for Notification and Reporting of Communicable Diseases in Licensed Child Day Centers.

Over the next few months, the Board will consider important actions related to the School Performance and Support Framework. In an action to amend Virginia's Consolidated State Plan, the Board accepted for first review (and opened for public comment) changes to (1) the methodology used to calculate growth and (2) exit criteria and progress levels for students who are English learners with the most significant intellectual disabilities taking the Alternate ACCESS test. These changes are necessary as Virginia has selected the use of a growth indicator for its accountability system but has not yet defined the methodology for the 2025-2026 school year. The Board will accept public comment until May 29, 2026, at 11:59 p.m. on the VDOE website. The Board also accepted for first review the School Accreditation System Report for School Year 2025-2026.

The Board also heard actions related to the review process for textbooks and high-quality instructional materials and the 2026-2027 Unified Virginia Quality Birth to Five System (VQB5) Guidelines. These items will be heard for final review in June 2026.
