NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on July 28, 2026, at 7:00 PM concerting the following item(s):
This is a Notice of Public Hearing pursuant to Pittsburg Municipal Code 18.28.110 for the Revocation of Use Permit No. 21-1570 (Adopted under Planning Commission Resolution No. 10171), which established a foot reflexology and massage therapy business withing an existing 1,536 square-foot commercial space located at 1353 Buchanan Road, Pittsburg, CA 94565. The property is located within the Highlands Square Shopping Center. The site is located within the CC (Community Commercial) zoning district. Assessor's Parcel Number: 088-460-002.
Environmental Determination: The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 1, "Existing Facilities," of the CEQA Guidelines, section 15301.

Accessory Dwelling Unit Zoning Code Update, AP-26-0067 (TA)
This is a public hearing to consider a recommendation for City Council adoption of an Ordinance amending Title 18 ("Zoning"), Chapter 18.50, of the Pittsburg Municipal Code (PMC). The proposed text amendments are limited to Chapter 18.50, Article IV, "Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU)." The amendments would update the City's ADU Ordinance, which was previously comprehensively amended in 2023, to ensure consistency with current State ADU law and improve the clarity, administration, and implementation of the City's development standards. The proposed amendments would also further implement Housing Program 7 of the City's 6th Cycle Housing Element, as adopted by City Council Resolution No. 24-14516.

Environmental Determination: The project is statutorily exempt from California Environmental Quality Act (CEQA) review under CEQA Guidelines Section 15282(h), which includes the adoption of an ordinance regarding second units in a single-family or multi-family residential zones by a city to implement provisions of Sections 65852.1 and 65852.2 of the Government Code, as set forth in 21080.17 of the Public Resources Code. Under California Public Resources Code Section 21080.17, CEQA does not apply to the adoption of an ordinance by a city or county implementing the provisions of Article 2 of Chapter 13 of Division 1 of Title 7 of the Government Code, which is California's ADU and JADU law. Therefore, the adoption of the proposed ordinance is statutorily exempt from CEQA in that it implements State ADU and JADU law. Further, ADUs and JADUs approved ministerially are statutorily exempt from CEQA pursuant to Section 15268 (Ministerial Projects) of the CEQA guidelines and Section 21080(b)(1).

La Raza Market Liquor Sales (AP-23-0123 [UP-Sensitive])
This is a public hearing on an item requesting approval of the sale of distilled spirits (liquor sales) under a Type 21 ABC License as an accessory use to an existing grocery/convivence store at 134 E 10th Street, DBA La Raza Market. The current business operates from 7: 00 a.m. to 10:00 p.m. The proposed liquor sales would be available for purchase between the hours of 8:00 a.m. and 10:00 p.m., consistent with the Performance Standards for Alcoholic Beverage Sales and Service Establishments (PMC Section 18.84.1025). La Raza Market currently sells beer and wine under a Type 20 ABC License. The beer and wine are stored in cooler boxes, labeled as #20 on the Floor Plan. The applicant proposes to expand the existing counter / cashier area for liquor sales. There are no other business operation modifications proposed.
