CHANDLER, Ariz. - The City of Chandler unanimously adopted an ordinance establishing clear criteria for when the feeding or keeping of non-domesticated birds, such as feral pigeons, constitutes a prohibited nuisance under the city code. The ordinance takes effect on July 11.
The new ordinance amends Chapter 30-20 of the city code by adding a new subsection that specifically defines nuisance conditions related to bird feeding and keeping. This ordinance now provides clarity, giving both residents and city staff a consistent, enforceable standard.
Under this ordinance, bird feeding and keeping are permitted as long as all of the following conditions are met:
The ordinance does not apply to chickens kept in compliance with Chapter 14 of the Chandler City Code.
"This ordinance gives our residents clear, fair guidance," said Erica Barba, Chandler's neighborhood preservation senior manager. "Our focus will always be education first. We want residents to understand what responsible bird feeding looks like and how to be good neighbors before ever considering enforcement actions."
Prior to the ordinance taking effect, city staff will conduct outreach to HOAs, neighborhood leaders and key stakeholders to educate its community on responsible bird feeding practice and what conditions could constitute a nuisance. This messaging also will be featured on the city's social media sites, publications and website. In addition, curriculum for the city's Resident Code Enforcement Academy will be updated to include bird feeding guidance.
