Categorical Exclusion Determination, City of Laramie, WY, City of Laramie Zone 1 Tank Project

The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed Zone 1 Tank project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.
The proposed project located in Albany County, WY, City of Laramie, WY within T16N, R73W, 6th P.M. involves constructing new treated water storage within Pressure Zone 1 to address critical system needs and enhance infrastructure resilience. The existing Zone 1, 8-million-gallon (MG) tank, a key component of the City's water distribution system, requires significant maintenance to preserve its integrity and functionality. The City of Laramie water system depends on storage in Zone 1 to enable the water treatment plant to operate at a constant rate and supply multiple pump stations pumping to Zones 2, 3 and 4. Without this storage, the system would not be able to operate. A supplemental storage solution is essential to maintain service continuity during repairs/replacement to this aging reservoir.
Based on current estimates, the City of Laramie plans to borrow $10,100,000 from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Current water user fees will repay the 20-year loan. Current large loan incentive interest rates are 0.50%.
The City of Laramie is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with the project including, but not limited to, storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These actions will be part of the standard State Revolving Funds Program contract conditions.
DEQ is granting an exclusion because the project is expected to be constructed on the existing property parcel within the footprint of the City of Laramie's current 8 MG tank.
This project will be completely constructed in previously disturbed ground, specifically ground disturbed by the previously installed 8 MG tank.
DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of the City of Laramie, and Albany County, Wyoming.
The determination shall become effective upon distribution by the Department and may be re-evaluated and the determination changed at any time that adverse information is made available.
