DEFENSE FINANCE AND ACCOUNTING SERVICE

Ernst & Young LLP, New York, New York, is being awarded a labor-hour contract with a maximum value of $989,996,050 for audit services of the Department of War of Inspector General Audits of the Department of War agency-wide consolidated financial statements fiscal 2027-2031. Work will be performed in Washington, D.C.; and other locations within and outside the continental U.S., with an expected completion date of March 31, 2032. This contract is the result of a competitive acquisition for which one quote was received. The contract includes an audit of the Defense Working Capital Fund that has a 15-month base period plus four individual 15-month option periods. This contract also includes a DOW Agency-Wide audit that has a 30-month base period plus three individual 15-month periods. Total face value of this award action is $388,273,413. ARMY

Accenture Federal Services, Arlington, Virginia, was awarded a $480,365,950 firm-fixed-price contract to deliver the Joint Enterprise Task Management System to replace legacy task and correspondence management systems across the Department of War. Bids were solicited via the internet with two received. Work will be performed in Fort Belvoir, Virginia, with an estimated completion date of Feb. 15, 2032. Harper Construction Co. Inc., San Diego, California, was awarded a $223,577,265 firm-fixed-price contract to construct a programmed depot maintenance facility consisting of a single-story, structural steel framed, four-dock hangar bay. Bids were solicited via the internet with three received. Work will be performed in Oklahoma City, Oklahoma, with an estimated completion date of Sept. 9, 2030. Fiscal 2026 military construction, defense-wide funds in the amount of $106,353,917 were obligated at the time of the award. Charles Reed Knight Jr., Titusville, Florida, was awarded a $49,997,842 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for M110 Semi-Automatic Sniper Systems, variants, accessories, spare parts, special tools, and training. CORRECTION: The $17,515,469 firm-fixed-price, indefinite-delivery/indefinite-quantity contract (W58RGZ-26-F-A016) announced on Sept. 4, 2026, to Griffon Aerospace Inc.,* Madison, Alabama, for Outlaw communication subcomponents and training, was actually awarded on Sept. 8, 2026.

NAVY

General Dynamics Mission Systems, Bloomington, Minnesota, is awarded a $184,250,000 firm-fixed-price and cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the manufacture of Full Rate Production of Next Generation Electronics Attack Units (NGEAU), NGEAU sustainment support, and Advanced Capability Mission Computer future sustainment support. Work will be performed in Bloomington, Minnesota, and is expected to be completed by September 2032. BAE Systems Ship Repair, San Diego, California, is awarded a $115,659,256 cost-plus-award-fee and cost-plus-fixed-fee contract amphibious transport dock ships LPD-30 and 31 fitting out availabilities and post-shakedown availabilities. This contract includes options which, if exercised, would bring the cumulative value of this contract to $527,532,907. Work will be performed in San Diego, California, and is expected to be completed by December 2028. If all options are exercised, work will continue through May 2031. This contract provides threat-replication aircraft capable of supporting fleet exercises, ship training, and aircrew training, as well as operational flight support, technical integration, exercise support, reporting, and equipment integration in support of small business innovation research phase III effort, topic AF211-DCSO1 entitled "Unmanned Aerial Vehicle (UAV) and Cruise Missile Threat Replication Aircraft". Peerless Technologies, Fairborn, Ohio, has been awarded a not-to-exceed $85,000,000 ceiling indefinite delivery/indefinite quantity contract for Digital System-Level Mission-Driven Integrated Design Methods for Aerospace Systems (VOLARE). This contract provides research to enable a vehicle system design product and thermal management system design methodologies. Work will be performed at Dayton, Ohio, and is expected to be completed by Sept. 10, 2036. This contract was a competitive acquisition and eight offers were received. No funds are obligated on the basic indefinite-delivery/indefinite-quantity contract, however, in conjunction with the basic contract, the first task order (FA2391-26-F-B023) is incrementally funded with fiscal 2026 research and development funds in the amount of $75,000. The modification brings the total cumulative face value of the contract to $3,037,212,324 from $2,994,008,526. Work will be performed at Indianapolis, Indiana, and is expected to be completed by September 23, 2038. No funding is being obligated at time of award.
