FEMA Other Needs Assistance Program (ONA)

The Other Needs Assistance (ONA) program falls under FEMA's Individuals and Households Program (IHP) and provides financial help following a disaster for certain costs not covered by insurance. If you qualify, the program may help pay for necessary expenses and serious needs caused by the disaster.

What ONA may Provide

ONA covers a range of post disaster related costs, including:

  • Transportation
  • Personal property losses
  • Medical and dental expenses
  • Funeral and burial costs
  • Moving and storage

In Alaska, damaged subsistence items necessary for food gathering may also be eligible. These include fishing, hunting and gathering equipment, ATVs, boats, snow machines, meat grinders, food processing and storage and other items to support subsistence living.

Who Qualifies for ONA?

You may qualify if:

  • Your primary residence is in the declared disaster area:
    • Lower Kuskokwim Regional Educational Attendance Area, Lower Yukon Regional Educational Attendance Area, or Northwest Arctic Borough.
  • You occupied your primary residence at the time of the disaster.
  • You don't have insurance, or your insurance won't cover all your damage/losses.
  • You have necessary expenses or serious needs because of the disaster.


Other conditions and limitations may apply.

How to Apply

If you have already applied to FEMA for Housing Assistance, you are automatically considered for Other Needs Assistance. There's no need to submit a separate application. However, you may also apply with the State Individual Assistance program to ensure that you receive all funds for which you may be eligible.

Survivors can apply for FEMA assistance by:

  • Calling the dedicated Alaska Call Center at (866) 342-1699, Monday-Sunday from 9 a.m.-6:30 p.m.
  • Visiting one of the following Disaster Assistance Centers:
    • Anchorage Disaster Assistance Center is open until Nov. 14 at:

      Calista Corporation Building
      1400 Benson Blvd, Suite 110,
      Anchorage, AK
      Operating hours: Monday-Friday from 10 a.m.-5 p.m.

      *This location will be closed on Tuesday, Nov. 11 in observance of Veteran's Day.

    • Bethel Disaster Assistance Center is open until Nov. 14 at:

      AVCP Tugkar Building
      570 3rd Ave.
      Bethel, AK
      Operating hours: Monday-Friday from 10 a.m.-12 p.m. and 1 p.m.-4 p.m.

    • Kotzebue Disaster Assistance Center is open until Nov. 14 at:

      Maniilaq Health Center's Ferguson Building
      733 2nd Ave.
      Kotzebue, AK
      Operating hours: Monday-Friday from 10 a.m.-5 p.m.

  • Going online to DisasterAssistance.gov
  • Using the FEMA app.

Survivors can apply for State of Alaska Individual Assistance Program by:

  • Calling the State IA Program Hotline (844) 445-7131, Monday-Friday from 9 a.m.- 4:00 p.m.
  • Visiting ready.alaska.gov
