Public Easement Application for Fiber Optic Network in Northwest Alaska - ADL 422580

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: NANA Regional Corporation, Inc

PROJECT NAME: ADL 422580

GEOGRAPHIC LOCATION: The proposed public utility easement will be located from Kotzebue to 10 other communities in the NANA Regional Corporation's region within the Arctic Northwest Borough.

LEGAL DESCRIPTION: The proposed public easement is located within:


REQUESTED ACTIVITY: NANA Regional Corporation, Inc has applied for a public utility easement on state lands to install fiber-optic cable (FOC) network, connecting communities in the Northwest Arctic Borough to a high-speed broadband internet service. The proposed public easement is approximately 54 miles (285,120 ft) long x 30 feet wide, encompassing approximately 196.4 acres. The segments of the FOC crossing state uplands represents 8% of the total length of the proposed 662 miles long FOC network. The easement will intersect various rivers, lakes, creeks, and tidelands managed by the State of Alaska. The FOC will be installed using a combination of terrestrial ground laid, subsea, trenching, and aerial cables, depending on the terrain encountered on the proposed route. Construction is anticipated to start at the beginning of 2026. See attached application/development plan for details.

REQUESTED TERM: 50 Years

DEADLINE FOR COMMENTS: December 1, 2025

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above.
