Honduras: The EU deploys an Election Observation Mission

In response to a formal invitation by the Honduran authorities and the National Electoral Council, the High Representative/Vice-President of the European Commission, Kaja Kallas, has decided to deploy an EU Election Observation Mission (EOM) to observe the general elections in Honduras scheduled for 30 November 2025.

The High Representative has appointed Francisco Assis, Member of the European Parliament, as Chief Observer.

Chief Observer Assis declared: "I am honoured to lead the EU Election Observation Mission to Honduras which will deliver an independent and impartial assessment of the electoral process. As Honduran citizens prepare to go to the polls, this EOM demonstrates again the EU's commitment to support democracy in Honduras in line with our longstanding partnership with the country".

Background

The EU EOM is deployed at the express invitation of the host country and is led by a Chief Observer.

It is comprised of different groups of observers. The Core Team consists of a Deputy Chief Observer and eleven election experts who will arrive in Tegucigalpa on 11 October 2025. Later in October 32 Long-Term Observers will join the Mission and be deployed across the country to follow the election campaign. Thereafter, 38 Short-Term Observers will join the Mission to reinforce the observation of the voting, counting and publication of the results. A delegation from the European Parliament will also join the EOM shortly before the elections. Finally, locally recruited observers from European embassies and partner countries accredited to Honduras will reinforce the Mission on Election Day. The EU EOM will remain in the country until the completion of the electoral process.

In line with its mandate, the Mission will provide a comprehensive, independent, and impartial assessment of the electoral process based on international and regional standards for democratic elections. The observation is conducted according to the principles of independence, full coverage,impartiality, transparency, professionalism and non-interference in the process.

As per EU election observation methodology, the Mission will issue a Preliminary Statement and conduct a press conference shortly after the elections. A comprehensive Final Report, including recommendations to improve future electoral processes, will be prepared and shared with national authorities and all relevant stakeholders after the conclusion of the entire electoral process.
