Angola: Presidential Decree Establishes Biosafety Framework for Genetically Modified Seeds

With two decrees in April, Angola has established its first regulatory framework governing agricultural biotechnology and biosafety. Presidential Decree No. 81/26, published April 29, 2026, approves a national biosafety regulation concerning genetically modified seeds. The decree operationalizes Presidential Decree No. 56/26 of April 7, 2026, which amended Angola's previous prohibition framework and introduced a limited authorization pathway for genetically modified cotton and castor seeds for cultivation purposes. Much work is still needed to increase acceptance of genetically modified food and feed products.
