Africa Initiative for Medical Access and Manufacturing (AIM2030)

AIM2030 is a partnership led by the World Bank Group, the African Union Commission, governments, and partners to expand access to essential medicines and health products-and build sustainable regional manufacturing capacity across Africa.

More than half of Africa's population still lacks access to essential medicines and is overwhelmingly dependent on imports. This reliance leaves health systems vulnerable to global supply disruptions, price shocks, and export restrictions-risks that were brought into sharp focus during the COVID-19 pandemic. By strengthening local production and distribution, countries can improve availability and quality of care, protect health security, and create skilled jobs while attracting private investment.

What AIM2030 will achieve

Launched at the 2026 Africa Forward Summit, the goals of AIM2030 in Africa are to:

  • Strengthen health resilience by building sustainable manufacturing and distribution of medical products at regional and local levels.
  • Achieve universal health coverage by expanding access to quality, affordable healthcare and essential medical products.
  • Create jobs and develop medical industries through private sector engagement and workforce upskilling.

How it works

AIM2030 brings together governments, development institutions, investors and private sector partners to mobilize investment, boost innovation, and encourages south-south exchange on access to medicines, vaccines, and other medical products.

The initiative is anchored in three reinforcing pillars.

  • Investing in foundations to strengthen physical infrastructure, build human capital, and expand digital systems to support efficient manufacturing and distribution.
  • Enabling policies and reforms through regulatory strengthening, regional harmonization and shaping markets to improve access and affordability.
  • Mobilizing the private sector to unlock investment, build partnerships, and use blended finance to scale local manufacturing across Africa.

AIM2030 focuses on scaling manufacturing in Egypt, Ethiopia, Ghana, Kenya, Morocco, Nigeria, Rwanda, Senegal, and South Africa, while also engaging with regional institutions including the African Union, Africa CDC, and the nascent Africa Medicines Agency.

Partnership platform

AIM2030 aligns priority reforms through country-level agreements and National Health Compacts under the Health Works initiative. It brings together global agencies, development finance institutions, public and private stakeholders, and philanthropies to coordinate action-supporting skills development, investor engagement, technology transfer, and blended finance.

Progress toward 2030
AIM2030 contributes to the advancement of the World Bank Group's goal to reach 1.5 billion people with quality, affordable healthcare services by 2030.
