On 1 July 2026, H.E. Mr. Dham Boontham, Ambassador of Thailand to Canada, in his capacity as the Representative of the Minister of Foreign Affairs, led a Thai delegation to attend the 133rd Session of the Permanent Council of La Francophonie (Conseil permanent de la Francophonie: CPF) of the Organisation internationale de la Francophonie (OIF), held at the Pavillon d'Armenonville in Paris, France.

The Ambassador reaffirmed Thailand's longstanding role and unwavering commitment to promoting sustainable peace through the Human Security approach, which places emphasis on ensuring health security, food security, energy security, and environmental sustainability. He highlighted Thailand's commitment to South - South Cooperation as an important framework for development cooperation, citing the Thailand - Africa Initiative (TAI), which is grounded in the Sufficiency Economy Philosophy (SEP), as a concrete example. He also underscored the importance of cooperation between Thailand and the OIF in strengthening the Organisation as a platform for constructive dialogue and practical cooperation in support of peace building and sustainable development.

Prior to the meeting, the Ambassador held discussions with (1) H.E. Mr. Kalamoungkhoune Souphanouvong, Ambassador and Permanent Representative of the Lao People's Democratic Republic to the OIF; (2) H.E. Ms. Van-Anh T. Nguyen, Permanent Representative of the Socialist Republic of Viet Nam to the OIF; and (3) H.E. Mr. Christophe Gigaudaut, Permanent Representative of France to the OIF. They discussed ways to further strengthen cooperation between Thailand, in its capacity as an Observer State, and the OIF. The Ambassador also took the opportunity to brief his counterparts on the facts concerning the Thailand - Cambodia situation, clarifying Thailand's position by presenting accurate and up-to-date information. The briefing aimed to promote a better understanding among partner countries of the latest developments, particularly in relation to issues reflected in the Rapport politique et diplomatique de l'Organisation internationale de la Francophonie (Political and Diplomatic Report of the Organisation internationale de la Francophonie).
