Oakland Alameda Access Project (OAAP) Begins Construction Activities on Monday, March 2

Alameda County - Caltrans will begin the first phase of construction on the Oakland Alameda Access Project (OAAP) starting Monday, March 2, 2026.

The first week will consist of preparation and staging work only. This includes installation of construction signage, detour and wayfinding signs, temporary striping configurations, establishing work zones, and placement of K-rail along the right side of Oak Street.

Traffic impacts will be limited during this early setup period. Full construction activities impacting traffic will begin after staging is complete, and a separate updated advisory will be issued in advance of those impacts.

All work is weather dependent and subject to change.

What to Expect During Week of March 2

• Installation of construction signage
• Detour and wayfinding signs
• Temporary roadway striping
• Establishment of work zones
• Limited traffic impacts during staging
• Placement of K-rail along Oak Street
• Saw-cutting activities are expected to begin on Oak Street later in the week following initial staging work

More significant traffic impacts will begin after staging work. Additional advisories will be issued.

The initial set of work activities will occur at the following locations:

Northbound I-880 Oak Street Off-Ramp

Right-Turn Lane Closure - Preparation Work Beginning March 2
Closure:Right-turn lane only on the NB I-880 Oak Street off-ramp

• Long term closure of the Right Turn Lane

Beginning: March 2, 2026

Traffic Control:

• Left-turn lane remains open
• Middle lane remains open (through / left-turn movement)
• Right-turn lane only is closed

Work Includes: Outside widening of the off-ramp
Motorists should expect delays approaching the ramp and follow posted signage.

Upcoming Traffic Impact:

Monday, March 2^nd, Shoulder closure from 4:00 PM to 8:00 PM
NB Oak Street Off Ramp Full Closure will occur nightly
starting Monday Night, March 2^nd to Friday, March 6th from
7:00 PM to 8:00 AM
to install temporary stripping, K-rail and signage.

Oak Street Improvements (East Side)

Preparation work begins March 2, 2026; K-rail will be installed on the east side of Oak Street.
Location: Oak Street between 3rd Street to 9th Street
Impacts: Lane reductions and temporary parking restrictions on the east side of Oak Street

Work Includes:

• Roadway and corridor improvements
• Sidewalk and curb ramp improvements (East side)
• Temporary pedestrian path/ADA accommodations
• Parking Restriction

Upcoming Traffic Impact:

Installation of temporary pedestrian barriers (K-rail and water barriers)
scheduled for Tuesday, March 3^rd to Friday, March 6^th
between 7:00 AM to 4:00 PM

Parking Notices will be placed 72 hours prior to the start of the work

Jackson Street / 5th Street Improvements

Preparation work begins March 2, 2026
Location: Jackson Street at 5th Street
Impacts: Lane shifts and intermittent closures

Work Includes:

• Intersection and circulation improvements
• Sidewalk and curb ramp improvements at the southwest corner
• Temporary pedestrian path during construction

5th Street Corridor Improvements

Preparation work begins March 2, 2026
Location: between Alice Street and Harrison Street
Impacts: Localized traffic control and lane reductions

Work Includes:

• Pavement and roadway improvements
• Sidewalk and curb ramp improvements between Harrison Street and Alice Street
• Temporary striping and pedestrian adjustments

Harrison Street Improvements

Preparation work begins March 2, 2026
Location: between 4th street and 5th street ( East Side)
Impacts: Temporary lane reductions

Work Includes:

• Roadway and safety enhancements
• Sidewalk and curb ramp improvements between 4th Street and 5th Street (East side)
• Temporary pedestrian path during construction

Mariner Square Loop Improvements (City of Alameda)

Preparation work begins March 2, 2026
Location: Mariner Square Loop
Impacts: Intermittent lane closures and traffic control

Work Includes:

• Roadway and circulation improvements
• Sidewalk and curb ramp improvements between Webster Street and Willie Stargell Avenue

Webster Tube Walkway Improvements

Construction Beginning First Week of April 2026
Anticipated Start: April 1, 2026
Schedule: Sundays to Thursday Nights from 10:00 PM - 5:00 AM
Duration: 6 months
Impacts: Pedestrian detours and lane restrictions
A separate traffic advisory will be issued once final closure schedules and traffic control details are confirmed.
