American Tobacco Waterline Replacement Phase 2 Project Public Meeting

The Department of Water Management (DWM) invites the public to a virtual public meeting for the American Tobacco Waterline Replacement Phase 2 Project on Wednesday, September 10 at 6 p.m. Water Management staff, project managers, and representatives of the contractor, Teraflex Group, LLC, will share a presentation and answer questions. The presentation will review the project's scope, schedule, impacts, and project contact information.

Project Need

  • The project's purpose is to replace aging water and sewer infrastructure in the project area.
    • The current cast iron pipe waterlines were installed in the 1920s.
  • Replace and upsize approximately 11,500 linear feet of water distribution main and 5,000 of water transmission main.
    • New waterlines will be sized to support the most current fire flow requirements and improve water quality in the American Tobacco District.
  • 3,200 linear feet of sanitary sewer will be replaced and 9,200 linear feet will be rehabilitated.

Background

This phase of the project is the last construction phase aimed at replacing water mains and rehabilitating sanitary sewer throughout the American Tobacco District (ATD). Phase 1 of this project was completed in 2023. American Tobacco Waterline Replacement Phase 2 addresses infrastructure bordered generally by Pettigrew Street to the north, the Durham Freeway to the south, Willard Street to the west, and Dillard Street to the east. DWM is responsible for the operation, maintenance, evaluation, rehabilitation, and improvement of both the water distribution and sanitary sewer collection systems throughout the City. As part of DWM's ongoing efforts, both water and sewer mains are occasionally found to no longer support the level of service required due to capacity limitations, poor conditions, location difficulties, or other concerns. This project seeks to address some of these deficiencies. A significant portion of the infrastructure within this project is nearing the end of its service life and/or is undersized for potential development.

Water Management has held preliminary meetings with representatives in the project area, including the American Tobacco Campus, Durham Performing Arts Center, and other organizations, to communicate and coordinate construction. Those outreach efforts will continue throughout the project.
