2025 Annual Planning Survey Report Released!

The California Governor's Office of Land Use and Climate Innovation (LCI) is excited to announce the release of the 2025 Annual Planning Survey results and report. LCI's Annual Planning Survey is distributed to all cities and counties across California and provides the latest information on local planning activities, the status of city and county general plans, and other issues of statewide concern.

Since it was first administered in 1978, the Annual Planning Survey has highlighted areas of progress as well as implementation challenges for specific policies across the state. Responses to the survey allows LCI, our partners, and the public at large to identify areas of local leadership and develop tools and guidance for jurisdictions.

With a high response rate, the Annual Planning Survey is a reliable tool to gauge where the state is with current planning efforts, and where it hopes to go. This year, LCI asked questions regarding general plan updates, needs and technical assistance, data sources and tools, community engagement, and topic-specific questions around vehicle miles traveled (VMT), conservation, open space, and health equity.

For future years, LCI is considering an update of the Annual Planning Survey process to align with the Annual Progress Report and Planning Guidelines Update. LCI welcomes comments and suggestions on how the survey can be more effective and informative.
