New Downtown Parking Rates & Free Parking Spaces

At its public meeting on November 4, 2025, the Santa Rosa City Council approved updates to downtown parking fees and permit program designed to improve access, support local businesses, and ensure the long-term sustainability of the City's parking operations.

The approved changes follow months of outreach and analysis by the City's Parking Division, including input from downtown business owners, developers, and more than 1,500 community survey responses. Developed with guidance from a transportation consulting firm, the adjustments are set to take effect January 1, 2026.

Key Changes Include:

  • $1 Increase to Hourly Meter Rates
    In high-demand areas such as Old Courthouse Square and Railroad Square, hourly meter rates will increase by $1 to encourage parking turnover and improve access to restaurants, shops, and entertainment venues.
  • Nearly 200 Free On-Street Spaces
    On the outer edges of downtown, nearly 200 metered spaces will become free, offering cost-free parking for those willing to walk a few blocks.
  • Expanded and Discounted Permit Options
    New permit programs will provide affordable parking for downtown employees, residents, and future developments.
    • Evening, part-time, and low-wage workers can access discounted permits starting at $25/month.
    • Standard monthly permits in most garages will be $60.
    • A new residential permit program will support housing growth and manage parking demand.

Reinvesting in Downtown

All parking revenues will continue to be managed through the City's Parking Enterprise Fund, which directly supports downtown improvements such as lighting upgrades, enhanced security, garage maintenance, and community art projects.

The fee adjustments are projected to generate approximately $1 million annually, helping to close an existing operating gap and fund deferred maintenance and enhancements.
