City Council Appoints Elaine Litster as Mayor Pro Tem

The Simi Valley City Council held its final meeting of the year on December 15, which included the City's annual Council reorganization. Watch the December 15, 2025 City Council Meeting is available on the City's YouTube channel.

At the meeting, Elaine Litster was unanimously appointed Mayor Pro Tem for 2026. The Mayor Pro Tem serves as the City's second-in-command and presides over City Council meetings when the Mayor is unavailable. Councilmember Litster previously served as Mayor Pro Tem in 2022.

In addition to her City Council role, Mayor Pro Tem Litster will serve as Vice Chair of the Ventura County Waterworks District No. 8 Board;
Vice Chair of the Simi Valley Public Facilities Financing Authority; and President Pro Tem of the Simi Valley Library Board of Trustees.
