Spring 2026 Transportation Update: Stafford Continues to Leverage Funds to Improve Safety and Traffic

Improving transportation for residents remains a top priority for Stafford County, with strong support from the Board of Supervisors. Stafford's residents approved a $50 million Transportation Bond in 2019. The County has used that bond money to leverage more than $156 million in road improvement projects, administered by Stafford County or in partnership with the Virginia Department of Transportation (VDOT).

Over the past couple of years, the County has invested $70 million in road improvement projects across the community to enhance roadway safety, improve accessibility, and reduce congestion. Currently, four major projects being locally administered by Stafford County are under construction. Furthermore, $175 million in projects are in the right-of-way or engineering and design phases, with construction expected to begin over the next several years. The County's transportation program has been developed and supported by the Board of Supervisors to complement the work of the Virginia Department of Transportation (VDOT) in the County.

Projects Under Construction:

The Route 1 and Courthouse Road Intersection Improvement Project ($29,498,329)
Construction began in May 2025 to widen Route 1 and improve the roadway between the intersections with Courthouse Road and Bells Hill Road/Hope Road. Route 1 will be improved to a four-lane, median-divided roadway, with traffic signals and pedestrian safety improvements, including crosswalks and sidewalks. Courthouse Road intersection improvements will include the addition of left-turn lanes. At this time, 80% of the underground utilities have been constructed, and night work for road-widening operations is scheduled to begin this June. Currently, there is an intermittent single-lane closure on Courthouse Road near the Route 1 intersection with flagging operations during the daytime.

The Telegraph Road and Woodstock Lane Improvement Project ($12,489,437)
The project began construction in April 2025 and is approaching 50% completion, with approximately 80% of the underground infrastructure work complete. The realignment of Telegraph Road at the Route 1 intersection is complete, and a temporary traffic signal has been installed to safely manage traffic during the ongoing construction. The project will also provide safety improvements at the Route 1 and Woodstock Lane intersection. Widening operations along both northbound and southbound Route 1 are currently underway, advancing the project toward its next phase of roadway improvements. A concrete median will be added on Route 1, allowing for a left-turn lane and access management improvements at both Telegraph Road and Woodstock Lane.

The Berea Church Road Improvement Project ($12,559,494)
The project has been under construction since April 2024. The project is reconstructing Berea Church from its intersection with Truslow Road to its intersection with Route 17. Currently, Berea Church Road is fully closed from Berea Knolls Drive and Brimley Drive to Fleet Road for construction. The project is estimated to be completed in late summer to early fall 2026.

The Staffordboro Boulevard Sidewalk Project ($2,147,296)
The project began construction in July 2025 to construct a sidewalk along Staffordboro Boulevard between the Juggins Road Connector and Pike Place, as well as crosswalks at road crossings. Work on the project is now substantially complete, and final paving operations will occur this summer by VDOT. The sidewalk provides pedestrian accommodations for several communities along Staffordboro Boulevard, connecting to existing sidewalks at Staffordboro Boulevard and Juggins Road Connector, as well as at Staffordboro Boulevard and Pike Place. Crosswalks, ADA-accessible ramps and detectable warning surfaces will provide a more accessible sidewalk network. This project is nearing completion.

Projects in Right-of-Way Stage:

The Onville Road Improvement Project (Bond - $29,968,870)
The project has completed the design phase and is now in the right-of-way stage. Onville Road will be widened to provide a two-way left-turn lane and sidewalks on both sides of the roadway. This will improve roadway operations by providing space for left-turning vehicles without interrupting through traffic and support improved safety along the corridor.

The Poplar Road and Truslow Road Project ($3,640,739)
The project will construct additional left- and right-turn lanes at the Poplar Road intersection with Truslow Road and Robeli Farms Drive. Construction is scheduled to begin in the spring of 2027.

Brooke Road Flood Mitigation and Resiliency Project ($12,814,516)
The project involves raising the road above the 100-year floodplain between Raven Road and Maplewood Drive. Stafford County recently secured more than $10.25 million in federal funding through the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Grant Program. Utility Relocations are underway and construction is scheduled to begin in 2027.

Route 1 and Enon Road Improvement Project (Bond - $26,376,136)
The project will improve the intersection of Route 1 and Enon Road by adding an additional northbound left-turn lane from Route 1 onto westbound Enon Road and widening Enon Road to include sidewalks up to the I-95 overpass. Construction is scheduled to begin in 2028.

Projects in Design:

The Stefaniga Road and Mountain View Road Intersection Improvement Project ($9,715,194)
The project will realign the intersections of Stefaniga Road and Lightfoot Drive at Mountain View Road to construct a roundabout. The project will begin the Right-of-Way phase later this year, and construction is scheduled to begin in the fall of 2027.

The Mine Road and Greenspring Drive Project ($3,081,007)
The project will create additional sidewalk connectivity and construct crosswalks at the intersection of Mine Road and Greenspring Drive. The project is now in the Detailed Design phase.

The Kings Highway and Chatham Heights Road Project ($4,398,842)
The project consists of creating new connectivity between Chatham Bridge and the Chatham Heights neighborhood. A new sidewalk, crosswalk and shared-use path will be constructed along Kings Highway and Chatham Heights Road. The project is now in the Detailed Design phase.

The Route 1 at American Legion Road and Eskimo Hill Road Improvement Project ($4,069,554)
The project will improve intersection safety and reduce congestion. Additional turn lanes will be added to American Legion Road and Eskimo Hill Road to improve sight distance and safety. The project is now in the Preliminary Design phase.

Shelton Shop Road Improvement Project (Bond - $33,326,471)
VDOT Fredericksburg District is managing the project and will widen and reconstruct Shelton Shop Road between Mountain View Road and Winding Creek Road. Additionally, it will provide improvements at the Shelton Shop Road intersections with Mountain View Road, Courthouse Road and Winding Creek Road.

Route 1 and Layhill Road Improvement Project (Bond - $15,642, 028)
The project includes the construction of additional turn lanes at the Route 1 and Layhill Road intersection, a new connector road between Layhill Road and Heritage Commons Drive, and a sidewalk, shared-use path and crosswalks.

US-17 Business at RV Parkway Improvement Project ($11,073,469)
The project will add a median along US-17 Business, upgrade turn lanes and realign RV Parkway to align with Olde Forge Drive. The two-way left-turn lane along US-17 Business will be removed and replaced with a raised median. The traffic signal at Olde Forge Drive will be replaced, new sidewalks will be constructed, and existing sidewalks will be upgraded within the project limits.

Leeland Road Improvement Project ($21,201,510)
The project will widen Leeland Road to provide a two-way left turn lane and include additional sidewalks, a crosswalk and bike lanes. The project will widen Leeland Road between Julian Drive and Portland Drive to construct a two-way left-turn lane in the center of the roadway. A sidewalk on both sides of the roadway will be constructed within the project limits.
