ERIA Contributes to AZEC Conference on Carbon Market Development in Hiroshima

Hiroshima, 15-16 July 2026: ERIA participated in the Fifth Asia Zero Emission Community - International Conference to Develop Carbon Market (AZEC-DCM), held in Hiroshima, Japan.

Organised by Japan's Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE), the conference brought together senior and working-level officials from AZEC partner countries to share national policies and initiatives and explore opportunities for regional co-operation under the Action Plan for the Next Decade, adopted at the Second AZEC Leaders' Meeting in the Lao PDR in October 2024.

Discussions covered the implementation of carbon pricing, practical applications of carbon credit methodologies and best practices under Article 6 of the Paris Agreement, and national frameworks for implementing Article 6 to encourage foreign investment. Participants also exchanged views on strengthening regional collaboration to support high-integrity carbon markets across the Asia Zero Emission Community.

As part of ERIA's contribution, Mr Naoto Okura, Director General for Research and Policy Design, delivered remarks on behalf of the institute. Ms Maiko Uga, Programme Manager for Energy, presented ERIA's regional stocktake of carbon market development, covering corporate greenhouse gas (GHG) accounting, reporting, and carbon pricing. She also participated as a panellist in a session on strategies to promote foreign investment through carbon markets. Dr Citra Amanda, Economist, presented ERIA's ongoing research on digital monitoring, reporting, and verification (MRV) systems in ASEAN.

Through its participation, ERIA reaffirmed its commitment to supporting regional efforts to enhance industrial competitiveness through the visualisation of GHG emissions and the development of high-integrity carbon markets. The institute will continue to work closely with AZEC partner countries to advance practical solutions that support decarbonisation, facilitate investment, and accelerate the region's transition towards net-zero emissions.
