Senate Passes O'Scanlon Bill Giving Restaurants and Craft Beverage Retailers a Permanent Boost

The New Jersey Senate passed bipartisan legislation sponsored by Senator Declan O'Scanlon (R-Monmouth) that would permanently authorize certain businesses with liquor licenses to sell store-mixed cocktails to take-out and delivery customers. Senator O'Scanlon also sponsored the legislation that temporarily granted this authority during the COVID-19 pandemic, providing a critical lifeline to restaurant and hospitality businesses.

"During the pandemic, this commonsense policy helped restaurants survive one of the toughest periods in their history," said Senator O'Scanlon. "Several years later, customers still appreciate the convenience, and restaurants, breweries, wineries, and distilleries continue to benefit from the added revenue. If a policy works for businesses, consumers, and our economy, there's no reason to take it away."

Under Senator O'Scanlon's bill, S-4384, businesses holding a liquor license would be permanently authorized to sell and deliver alcoholic beverages in original or sealed containers for off-premises consumption.

The legislation would also allow certain craft beverage manufacturers, including breweries, wineries, distilleries, cideries, and meaderies to deliver their products directly to customers' homes.
