County Supervisors Appoint Charter Review Committee

Redwood City - The Board of Supervisors on Tuesday appointed members to a committeethat will examine how the County governs itself.

The review is required at least once every eight years under the County Charter, which establishes the structure, powers and limits of County government.

The 2026 Charter Review Committee is charged with holding public hearings and recommending whether the Charter should be updated to reflect changes in law, governance practices or community expectations. Any proposed amendments would ultimately require Board and voter approval.

Under a resolution approved 5-0, supervisors on Tuesday authorized the committee to conduct meetings by teleconference, a move County officials said would broaden public participation in the review process.

Each supervisor recommended one committee member from their district. Those appointed Tuesday were Tom Adams (District 1), Jacquelyn Foust (District 2), Iliana Rodriguez (District 3), Rosanne Foust (District 4) and Daniela Jonguitud (District 5).

Supervisors also appointed an additional 14 members representing a broad range of community interests and lived experience.

The additional members are Eddie Flores, Lynnette Garcia, Julie Lind, Mark Haesloop, Monica Mejia, Dana Johnson, Jim Lawrence, Nathan Healy, Karen Chapman, Kimberly Woo, Liliam Perez Avila, Talavou Aumavae, Kathleen Wheeler and George Smith.

County officials said 43 residents applied to serve on the committee during an open application period that closed in December.

The committee will be required to hold at least one in-person meeting and to provide a physical location where members of the public can attend, even when meetings are conducted remotely.

The Charter Review Committee will post meeting dates and times of these public meetings in compliance with California's Brown Act.

Supervisors agreed to form the Charter Review Committee without giving it specific direction, instead agreeing to potentially send recommendations or suggestions for review individually to the committee.
