Foxx Opening Remarks on H.R. 1346

As prepared for delivery:

Good morning, the Committee will come to order. Without objection, the Chair is authorized to declare a recess at any time. Today, the Rules Committee is convening to consider a single measure: H.R. 1346.

H.R. 1346, the Nationwide Consumer and Fuel Retailer Choice Act of 2025 , would extend the Reid Vapor Pressure (RVP) volatility waiver to enable the year-round, nationwide sale of ethanol blends up to 15 percent.

E15 has been available to American consumers for years now, and within some states, its sale is permitted only within certain months. The President has spoken on this previously, and on the state level, there have been ongoing discussions surrounding it as well.

Our witnesses here today will be adding their perspective to that conversation, and I look forward to their testimony. With that, I now yield to the Ranking Member, Mr. McGovern, for any comments he wishes to make.
