Dmitriy Kobitskiy: IPA CIS Relies on Harmonization of Legal Norms and Strengthening of International Cooperation in Fight Against Terrorism

On October 23, 2025, Tajikistan hosted the Third CIS Conference on Combating Terrorism and Extremism. Over 150 representatives attended, including officials from CIS Member Nations, the SCO, the CIS Executive Committee, the CIS Anti-Terrorism Center (ATC CIS), the SCO Secretariat, the SCO RATS Executive Committee, and the UN Counter-Terrorism Office.

The main topics of the meeting were the analysis of the situation in the field of combating terrorism and extremism, the influence of political, economic, religious and other factors on the growth of crimes in this area, the use of IT technologies in monitoring security threats.

In welcoming speech President of the Republic of Tajikistan Emomali Rahmon warned that artificial intelligence increases the capabilities of cyberterrorists and stressed the need for advanced technologies and faster information exchange.

Secretary General of the CIS Interparliamentary Assembly Council Dmitriy Kobitskiy emphasized that the Assembly focuses on harmonizing legal norms and strengthening international cooperation. The IPA CIS has adopted 124 model laws on security, many already implemented nationally.

In spring 2025, an international conference dedicated to combating the use of artificial intelligence and new technologies for terrorist purposes
was held in St. Petersburg with over 100 participants from 22 international organizations. Negotiations are underway with the UN Office of Counter-Terrorism to hold a similar event in 2026 jointly with the FSB Research Center of Russia.

The conference was organized by the State Committee for National Security of the Republic of Tajikistan and the CIS Anti-Terrorism Center. Participants included Deputy Secretary General of the IPA CIS Council - Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Abdukhalil Gafurzoda, and Deputy Head of the IPA CIS Council Secretariat Alexey Dolzhikov.

The participants of the event laid flowers at the monument to Ismoil Somoni, who is considered the founder of the first state of Tajikistan.
