Statement by Chief Spokesman Sean Parnell on 'Termination of Certain Bargaining Agreements in Accordance with Executive Order 14251'

On April 9, 2026, Secretary of War Pete Hegseth signed a memorandum directing the termination of certain collective bargaining agreements in accordance with Executive Order 14251, "Exclusions from Federal Labor-Management Relations Programs." This action ensures Department operations remain aligned with national security requirements and mission readiness.

Under the memorandum, affected agreements not subject to court order will be terminated within 24 hours, with limited exceptions as required by law. The Under Secretary of War for Personnel and Readiness has issued supplemental guidance to support implementation, and Department leadership will coordinate closely with legal and human resources officials to ensure an orderly transition and full compliance.

The Secretary's memorandum can be found here, and the implementation instructions can be found here.
