Updated Transport 12 Plan aims at safe, secure, efficient and sustainable transport system

The Government adopted the National Transport System Plan for 2026-2037 and submitted it in the form of a report to Parliament on 18 December 2025.

The Transport 12 Plan describes how the Finnish transport system will be developed over the next 12 years. The vision extends until 2050. The Plan covers passenger, goods and freight transport across Finland as well as infrastructure and transport services in all modes of transport.

The updated Plan focuses on safety, security, efficiency and sustainability, all guided by economic efficiency.

"The Transport 12 Plan is not pork barrel politics, it is a real transport plan for all of Finland. It takes into account the changed security environment and focuses especially on military mobility. The Plan will use every euro wisely so that scarce tax revenues are allocated smartly and efficiently to Finland's most critical transport projects. It strengthens safety and security and supports the economy and employment as it responds to the needs of people, businesses and comprehensive security," says Minister of Transport and Communications Lulu Ranne.

"The updating work has been carried out in broad-based cooperation with stakeholders and a parliamentary working group. I would like to thank everyone who took part in this work."

National Transport System Plan is updated for each government term

The first Transport 12 Plan covered a period from 2021 to 2032. As required by law, the Plan is to be updated during each government term. It has been prepared together with stakeholders and the work has been supported by a parliamentary working group.

The Plan sets out goals for an efficient and sustainable transport system that takes comprehensive security into account. It includes a concrete action programme that guides the development as a whole, taking the different modes of transport into account. The Plan also includes a government funding framework and a summary of the impact assessments. The Plan will be aligned with the General Government Fiscal Plan. Decisions on the funding will be made within the budget and spending limit processes.

The Plan ensures that investments are effective and deliver maximum impact where they are most needed. To achieve the common goals, financial resources are used efficiently for the most effective projects.

What's next?

Parliament will take a position on the National Transport System Plan.

The Plan approved by the Government is available on the Government website. Following Parliament's consideration, a publication of the Plan and the environmental report will be released.

Implementation of the updated National Transport System Plan begins. For example, on the basis of the Plan and an analysis of the transport system, the Finnish Transport Infrastructure Agency will prepare an investment programme for the state transport infrastructure networks. This will take place in the spring. The programme will be applied when drafting budget proposals.

The Ministry of Transport and Communications will annually monitor the progress of the measures included in the Plan.
