Bankruptcy Noticing Center Service Outage Update: Resumption of Services and Administrative Order 26-1

Wednesday, October 28, 2026

The Administrative Office of the U.S. Courts has announced that Bankruptcy Noticing Center (BNC) operations resumed on October 26, 2026, beginning with processing backlogged files in chronological sequence, with a prioritized focus on notices from October 7-25, 2026.

On October 22, 2026, the Judicial Conference declared a nationwide "Bankruptcy Rules emergency" pursuant to Federal Rule of Bankruptcy Procedure 9038. The declaration applies to all United States Bankruptcy Courts and remains in effect for 90 days from October 9, 2026, through January 7, 2027, unless terminated earlier.

On October 28, 2026, the Court entered Administrative Order 26-1, which applies to all bankruptcy cases and adversary proceedings pending or commenced in this district while the Order remains effective. Under the Order, no debtor, creditor, trustee, or other party in interest shall be prejudiced by (1) a failure to take action within a specified deadline or period due to lack of notice resulting from the BNC service disruption, or (2) a failure to respond to a notice or order that was not served as a result of the disruption, all subject to applicable law and further order of the Court. The Order does not extend, shorten, or alter any statutory deadline. Administrative Order 26-1 is available HERE.

Although BNC operations have resumed, the emergency declaration and Administrative Order 26-1 remain active while the noticing backlog is cleared.
