Malaysia was successfully re-elected to the International Civil Aviation Organization (ICAO) as a Council Member, under Part III, for the term 2025 - 2028. Elections were held on 30 September 2025 during the 42nd Session of the General Assembly of ICAO in Montreal, Canada.

Malaysia was re-elected with 154 votes, to secure one of the 14 coveted seats under Part III of the ICAO Council. This marks Malaysia's seventh consecutive term on the ICAO Council since 2007. The re-election is a resounding testament to the international community's continued confidence in Malaysia in strengthening and advancing global civil aviation.

The Ministry of Foreign Affairs extends its sincere appreciation to all ICAO Member States for their continued support to Malaysia. The Ministry further reaffirms Malaysia's unwavering commitment to fulfil its mandate in the ICAO Council and play an active role in the decision-making of ICAO as a responsible member of this august body.

The Ministry of Foreign Affairs congratulates the Ministry of Transport and its relevant agencies for their commendable efforts in securing Malaysia's re-election to the ICAO Council. The Ministry of Foreign Affairs, including through the High Commission of Malaysia in Ottawa, will continue to work closely and support the Ministry of Transport and other key stakeholders to ensure that Malaysia's tenure in ICAO is defined by effectiveness, credibility, and professionalism.

ICAO is a UN Specialised Agency and consists of 193 Member States of the United Nations. The ICAO General Assembly and ICAO Council are responsible for establishing priorities, guiding policies, and defining strategic targets for international civil aviation.
