The City of Colorado Springs Housing and Homelessness Response Department invites public comment on a proposed amendment to its HOME-ARP Allocation Plan.
A portion of the 2021 American Rescue Plan Act funds went to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) program to carry out activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.
As a HOME program grantee, the City of Colorado Springs received $5,741,978 from HUD to benefit our community's most vulnerable members. These funds are known as HOME-ARP funds and the City was required to craft a plan with public input on how to spend it.
The proposed amendment allows the City to efficiently put funds to work to address the need for homelessness assistance and supportive services. To utilize these highly restricted funds in a timely way, the City must amend the allocation plan to target identified projects and activities capable of meeting the requirements while addressing urgent needs.

The public comment period will be open from April 24-May 24, 2026. Following the public comment period, the proposed amendment will be presented to at the City Council Work Session on May 11, 2026, which will be followed by a public hearing and City Council vote at the May 26, 2026 City Council Meeting.
