2026 marks the culmination of the three-year campaign to fundamentally address safety production issues and also heralds the beginning of the 15th Five-Year Plan. During this year's Safety Production Month, Dazhong Public Utilities Group strictly adheres to the work policy of "safety first, prevention foremost, and comprehensive management". With the core objectives of popularizing safety knowledge, eliminating safety hazards, enhancing emergency response capabilities, and solidifying safety responsibilities, the group has established a special leading group and working groups. By combining the group's industrial layout with the business characteristics of each subsidiary, clear work objectives, key tasks, and division of responsibilities have been defined, comprehensively establishing a safety production work pattern of "group coordination, subsidiary implementation, full participation, and whole-process control".
On May 25th, the Group's Safety Committee issued a notice on the intranet titled "Notice on Launching the 'Safe Production Month' Activity in 2026". Based on overall planning and coordination, the work system for safe production was improved and perfected. Firstly, the responsibility system was improved by further refining the safety production responsibilities at all levels, from company leaders to employees at their respective positions. Safety responsibilities were decomposed and implemented down to individuals, breaking through the "last mile" of safety responsibility transmission and achieving full coverage and no dead ends of safety responsibilities. Secondly, precise and detailed deployment arrangements were made, comparing the industry attributes and safety risk levels of each subsidiary, and differentiated deployment of key safety work in areas such as gas operation, logistics transportation, construction sites, and financial services was carried out to ensure that various safety measures were practical and effective. Thirdly, supervision and assessment implementation were strengthened. A special inspection team was established to conduct on-site supervision and inspection in various subsidiaries on an irregular basis, verifying the progress and implementation of measures. The effectiveness of the Safe Production Month work was incorporated into the annual safety production assessment system of each subsidiary, fully leveraging the guiding role of assessment. On June 3rd, Wang Baoping, the Group's Executive Director and head of the Safety Work Group, led a team to conduct a safety inspection of Jiangsu Dazhong and participate in an office building fire emergency drill. On June 4th, a safety inspection was carried out at the Nantong Gas LNG Gasification Station. On June 18th, a survey on the full-chain safety governance of "production, transportation, storage, and sales" was conducted at Dazhong Gas. On June 25th, Li Weitao, the Group's Vice President and deputy leader of Xiangyin Road Tunnel, led a team to conduct a safety inspection of Xiangyin Road Tunnel. On June 26th and June 30th, the Group's Safety Work Group conducted special safety supervision and inspection of electrical construction at Dongge Road Charging Station and Nanjing Nake East Photovoltaic Project.

Each subsidiary attaches great importance to safety production work, promptly convening special deployment meetings to convey the work requirements of the group. Based on their own operational and production realities, they refine and improve their own plans and implementation measures, and carry out targeted series of special activities such as hidden danger investigation and treatment, safety publicity and training, and emergency practical drills. In terms of safety education and publicity, each subsidiary fully utilizes online and offline platforms, creating a strong atmosphere of "everyone talking about safety and everyone knowing how to respond to emergencies" through hanging slogans, holding safety knowledge competitions, and conducting "safety publicity and consultation days". Among them, companies in the gas sector actively extend the reach of safety publicity, carrying out in-depth "five-enter" activities for gas safety popularization, promoting safety publicity into communities and close to the masses. While fulfilling social responsibilities, they have comprehensively built a safety defense line for high-quality enterprise development. In terms of hidden danger investigation and risk control, each subsidiary closely focuses on the core of "investigating and rectifying risk and hidden dangers", carrying out extensive and thorough safety investigations. They focus on high-risk operational links and key equipment and facilities, improve hidden danger rectification records, and implement a full-process closed-loop management of "discovery, rectification, review, and cancellation". In addition, they actively promote the "hidden danger snapshot" and reward-based reporting mechanism, fully motivating frontline employees to become "safety whistleblowers" and resolve risks in their infancy. In terms of emergency practical drills and skill improvement, each subsidiary resolutely eliminates the phenomenon of drills being "a mere formality", based on their own business characteristics and risk characteristics, carrying out practical emergency drills such as fire fighting, flood and typhoon prevention, and rescue in confined spaces. Through practicing to promote combat and competition to promote training, they comprehensively test and optimize emergency plans at all levels, effectively improving the ability of all employees to rescue themselves and each other and coordinate handling in case of sudden dangers.

According to statistics, during this Safety Production Month, the Group conducted a total of 43 safety education and training sessions, with 4,318 participants; 11 special skill education and training sessions, with 436 participants; organized 11 safety knowledge contests, with 1,045 participants; conducted 104 safety hazard investigations, identifying a total of 81 safety hazards, all of which have been rectified and closed; organized 21 emergency drills, with 375 participants and 85 vehicles and equipment involved; added and replaced 451 banners and warning signs, and issued 852 safety warning messages on WeChat and other platforms. These series of measures have effectively enhanced the safety awareness and emergency response capabilities of all employees, effectively identified and resolved risks and hazards in production work, and further consolidated the foundation of safety production management for the Group and its subsidiaries.
The work of safety production is always on the road, and there is no end as long as we continue to improve.
