Centre for Disaster Protection Annual Report Shows Momentum for Pre-Arranged Finance

The newly published Annual Report 2025-26 from the Centre for Disaster Protection highlights a year of growing momentum for planning and financing disaster response before shocks occur.

More countries than ever are putting plans in place before disasters happen, while pre-arranged financing has continued to expand. Coverage reached a record $9 billion in 2024, and payouts have more than doubled since 2023, the Centre reports.

Globally, disasters cause more than $200 billion in direct losses each year. Under-resourced countries and communities are particularly vulnerable. Financed by the U.K. Government and implemented by DAI, the Centre works alongside governments, multilateral institutions, and other stakeholders to improve how the world plans and pays for disasters. Its technical and policy advice helps put financing in place before shocks occur, so money is available and can move quickly when disaster strikes.

This year's Annual Report points to progress at both country and global levels. In Kenya, for example, the Centre helped develop the country's second disaster risk financing strategy, which now covers prevention and preparedness as well as response. At the G20, leaders endorsed stronger recognition of pre-arranged finance in their declaration, following the Centre's call for the issue to receive greater attention.

The Centre also gathered insights from 250 government officials across eight countries about what they need from pre-arranged finance: speed and flexibility emerged as the priorities. This year also saw the launch of Labs, a space for testing ideas and innovations in disaster planning.
