Urban Revitalization Area Designation Marks Next Step in Advancing the Mount Vernon Road Corridor Action Plan

Today, City Council advanced implementation of the Mount Vernon Road Corridor Action Plan by establishing the Mount Vernon Road Urban Revitalization Area. This builds on years of planning and infrastructure investment to move the corridor vision forward.

This tool helps make redevelopment of older, underused, and vacant properties along the corridor more financially feasible for property owners and developers. Eligible properties may receive a tax exemption on the new value created through improvement projects.

The Mount Vernon Road Corridor Action Plan, adopted in 2017 as part of EnvisionCR, established a long-term vision to transform the corridor into a more cohesive, vibrant, and reinvestment-ready district. Since adoption, the plan has guided public-infrastructure improvements and shaped private investments, with the focus of action steps increasingly moving from foundational improvements toward tools that actively accelerate reinvestment and further plan implementation.

A key step in this progression is the establishment of the Mount Vernon Road Urban Revitalization Area.

Clearer, more predictable reinvestment pathways

In Iowa, Urban Revitalization Areas support redevelopment by reducing property taxes on qualifying improvements made to eligible properties. This helps close financial gaps that can prevent reinvestment in older or underused properties. Such designations also create more predictability for investment, with clear and consistent criteria for eligibility rather than case-by-case negotiations.

Stable development framework paired with public review

It is important to note that establishing the Mount Vernon Road Urban Revitalization Area does not approve any specific project. Individual proposals will continue to go through the City's robust public-review process.

The City remains committed to careful, site-specific reviews of all redevelopment plans, including through established planning and zoning processes, building permitting, and all required public hearings and notifications. These processes ensure all developments undergo review for design, infrastructure, traffic, stormwater, and other areas of compatibility with surrounding areas.

Supporting the Corridor Plan

While recent redevelopment has included smaller, incremental projects, the Urban Revitalization Area is intended to strengthen conditions for sustained, long-term investment consistent with the corridor vision.

Today's Council action marks the latest step in moving the Mount Vernon Road Corridor Plan from vision to implementation, supporting reinvestment in underutilized properties and a stronger mix of uses over time.

Developer Notes

The project area is governed by the Mount Vernon Road Urban Revitalization Plan, which establishes eligibility criteria and tax treatment for qualifying redevelopment. Projects qualify for incentives if they:

  • Occur within the designated Revitalization Area
  • Are new construction or rehabilitation that increases assessed value
  • Meet minimum value increase thresholds:
    • 15%+ increase for commercial properties
    • 10%+ increase for residential / multi-family (3+ units)
  • Comply with all City codes, permits, and Corridor Action Plan goals

Incentive Structure (Summary):

  • Applies only to new value created by redevelopment ("actual value added")
  • Existing property value remains fully taxable
  • Incentive is applied through standard Iowa Urban Revitalization tax-exemption provisions
  • No project approval is granted through designation alone - each project still goes through normal City review (zoning, site plan, permitting, and public process as applicable)
