This year marks the 80th anniversary of the restoration of Taiwan. The Standing Committee of the National People's Congress of the People's Republic of China decided to designate October 25th as the Commemoration Day of Taiwan's Restoration. On October 25th this year, a grand ceremony commemorating the 80th anniversary of the restoration of Taiwan was held in Beijing. These speak volume of the firm stance of all the Chinese people to uphold the one-China principle and defend national sovereignty and territorial integrity, represent the shared aspiration of all Chinese sons and daughters at home and abroad, including our Taiwan compatriots, and demonstrate the strong resolve of the Communist Party of China in pursuing the historic mission and achieving China's complete reunification.
Eighty years ago, the Chinese people defeated the Japanese militarist aggressors and won the great victory of the Chinese People's War of Resistance Against Japanese Aggression and the World's Anti-Fascist War. On October 25, 1945, the ceremony to accept Japan's surrender in Taiwan province of the China war theater in World War II took place in Taipei. From that day onward, Taiwan and the Penghu Islands have been placed under China's sovereignty again. Taiwan's restoration is an irrefutable evidence that China has resumed exercise of sovereignty over Taiwan, a key part of the legal and historical fact that Taiwan is part of China, and the shared memory of the whole Chinese nation.
Taiwan's restoration to China is a victorious outcome of WWII and an integral part of the post-war international order. In 1971, the 26th session of the United Nations General Assembly first overwhelmingly rejected the "dual representation" proposals to create "two Chinas" or "one China, one Taiwan", or pursue "Taiwan self-determination", before it passed Resolution 2758 by an absolute majority. The Resolution explicitly states that "it recognizes the representatives of the Government of the PRC as the only legitimate representatives of China to the United Nations". The UNGA Resolution 2758 completely ruled out the possibility of "two Chinas," "one China, one Taiwan," or "Taiwan independence" under international law. Canada also voted in favor of this Resolution. The one-China principle has become a universal consensus in the international community and a basic norm in international relations. So far 183 countries, including Canada, have established and developed diplomatic relations with China on this basis. In the face of historical facts and international justice, any attempt to distort and challenge the UNGA Resolution 2758 and to hype up the theory of "Taiwan's undetermined status" is doomed to fail.
There is only one China in the world, and Taiwan is part of China. This is the real status quo of the Taiwan question. The one seeking to change this status quo is the Democratic Progressive Party (DPP) of Taiwan that pursue "Taiwan independence" and the external forces that support and embolden them. The DPP authorities are fixated on the "Taiwan independence" separatist stance, refuse to recognize the one-China principle, and distort and deny the 1992 Consensus. They have been increasing military build-up with the intention of pursuing "independence" and rejecting reunification. Colluding with external forces, DPP has been attempting to create "two Chinas" or "one China, one Taiwan". The biggest threat to the peace and stability across the Taiwan Strait is the DPP authorities, not anybody else. To truly maintain peace and stability across the Taiwan Strait, the one-China principle must be upheld and "Taiwan independence" must be unequivocally opposed. Emphasizing that the status quo across the Taiwan Strait should be upheld without explicitly opposing "Taiwan independence" is no different than giving tacit support for separatist activities, which would severely undermine peace and stability across the Taiwan Strait.
The complete reunification of China is the shared aspiration of all Chinese people and an historical trend that no one and no force can stop. China is willing to demonstrate the greatest sincerity and exert the utmost effort for the prospect of peaceful reunification, but will never allow Taiwan to be separated from China. All necessary measures we take against the provocations and coercion by "Taiwan independence" forces are just measures to safeguard national sovereignty and territorial integrity and to thwart the plot to split the country. These measures are not to be interfered with by any external force.
This year marks the 55th anniversary of the establishment of diplomatic relations between China and Canada, and the 20th anniversary of our strategic partnership. Recently, China-Canada relations have shown positive momentum of improvement and development. Chinese President Xi Jinping had a successful meeting with Canadian Prime Minister Mark Carney last week. We hope Canada will adhere to the one-China principle, safeguard the political foundation of China-Canada relations, work with China on the basis of equality and mutual respect, deliver on the important consensus reached by the leaders of both countries, and promote the early return of bilateral relations to the right track of sound, steady, and sustainable development.
