EU cooperation and funding of non-governmental organisations affected by Israel's 2025 registration and transparency requirements

In March 2025, the Government of Israel introduced new registration and transparency requirements for non-governmental organisations (NGOs) operating in Israel, Gaza and the West Bank, including the disclosure of employee records. NGOs were given until the end of 2025 to comply. While many organisations did so, 37 NGOs that did not comply were formally notified that their licences and work permits would be revoked as of 1 January 2026 and that they would have to complete the cessation of their activities by 1 March 2026. The Israeli authorities have stated that these measures are intended to ensure transparency and prevent the misuse of humanitarian frameworks by individuals with links to designated terrorist organisations.

In this context, and limited strictly to activities in Israel, Gaza, and the West Bank:

  • 1.Has the Commission, including through its services, cooperated with any of the 37 organisations concerned?
  • 2.Have any of these organisations received EU funding for activities in this area, and if so, what amounts have been committed or disbursed?
  • 3.Where EU funding is affected by the revocation of licences due to non-compliance with national requirements, does the Commission intend to redirect this funding to alternative partners that fully meet applicable legal and transparency standards?
