Philadelphia, PA, July 16, 2026 - State Senator Christine Tartaglione (D-2, Philadelphia) today announced that more than $4 million in Redevelopment Assistance Capital Program (RACP) funding has been awarded to transformative projects throughout the 2nd Senatorial District that will expand educational opportunities, improve access to healthcare and affordable housing, and create vibrant community spaces for residents.
"These projects are investments in the future of our communities," said Senator Tartaglione. "They will create new opportunities for young people, expand access to healthcare and affordable housing, and strengthen the neighborhoods that make the 2nd Senatorial District such a special place to call home. The funded projects include:

Liguori Academy Capital Improvements - $500,000

Funding will support renovations to create a building trades learning center featuring hands-on training opportunities and pre-apprenticeship certification programs for students, while improving accessibility through the installation of an elevator.

Forman Arts Initiative Phase I - $250,000

Funding will help renovate and modernize existing buildings to create a hub for arts and cultural programming that supports local creative economies and provides educational opportunities for residents.

Rock Youth Factory II - $1,250,000

Funding will support the renovation of a vacant warehouse into a youth recreation center offering programming and activities for young people in the community.

139 E. Clearfield PHA Development - $500,000

Funding will support the construction of affordable housing, community space, green infrastructure, and homeownership opportunities for Philadelphia families.

Frankford Transportation Center Transit-Oriented Development - Frankford CDC - $1,000,000

Funding will support a mixed-use development featuring affordable housing, a fresh food market, and a full-service health center, bringing critical services and economic activity to the Frankford community.

Children's Crisis Treatment Center II - HACE - $1,000,000

Funding will support the development of a new 38,000-square-foot behavioral health facility to expand access to mental and behavioral healthcare services for children and families.
