Public Notice: Proposed Discharge of Dredged or Fill Material to the Green RiverThe Wyoming Department of Environmental Quality (WDEQ) has received a request from Riverbend Management Inc, LLC for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #3, for the discharge of dredged or fill material to the Green River in Daniel, Wyoming. The purpose of the project is to remove a failing bridge. This section of the Green River is a designated Outstanding Resource Water where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 13 (a)(iii)(A) and (D), of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include removal of a failing bridge. Additionally, a turbidity curtain will be installed downstream of the bridge to reduce sediment disturbances and to contain any incidental bridge material discharges upon the removal of the bridge. The proposed work will result in approximately 0.17 acres of temporary disturbances to the Green River and wetlands. Requests for information about the proposed water quality certification should be directed to James Tarzon by email ([email protected]) or phone (307-777-6701). Written comments must be addressed to James Tarzon, Wyoming DEQ/WQD, 200 W. 17th Street - 4TH floor, Cheyenne, WY, 82002, and be postmarked on or before 5:00 p.m. on November 19, 2025 to be considered.
