TALLAHASSEE, Fla.-Attorney General James Uthmeier issued an opinion concluding that Nassau County's five-year population growth of 17% does not meet the legal threshold for "extraordinary circumstances" and therefore cannot justify increasing impact fees above Florida's statutory cap. The opinion was requested by Representative Richard Gentry.
